Role Overview
The Senior Business Analyst is responsible for analyzing business needs and supporting the planning, design, and implementation of new or enhanced systems. This role serves as the primary subject matter expert for key program operations, providing guidance to operational services, legal units, the application development team, and third-party vendors. The position also supports production activities, system enhancements, and comprehensive testing.

Key Responsibilities
Ensure application functionality, requirements, and industry standards are accurately defined and implemented.

Serve as the primary subject matter expert for core program operations.

Coordinate maintenance and support activities, representing agency interests.

Develop detailed business requirements and system documentation.

Assist with creating user training materials, including screenshots and guidance.

Develop and execute test plans; support user acceptance testing and data preparation.

Participate in enhancement projects through the full project lifecycle, from definition through evaluation.

Build collaborative partnerships with internal teams and external vendors to ensure timely and successful deliverables.

Fulfill data requests as needed.

Required Skills & Experience
Bachelor's degree in a related field with 10+ years of relevant experience.

Experience managing IT projects and writing business requirements.

Strong command of English grammar, punctuation, and writing conventions.

Excellent written and verbal communication skills, with the ability to communicate effectively with legal and operations staff.

Ability to quickly understand and translate stakeholder needs.

Strong self-starter who can work independently while being receptive to direction, feedback, and editing.

Logical, analytical, and detail-oriented mindset.

Preferred Skills
3+ years of proficiency with Microsoft Office, Balsamiq, Azure DevOps, and SQL scripting.

Additional Details
Work Schedule: 5 days per week, 8 hours per day.

Physical Requirements: Candidates must have clear, effective verbal communication, the ability to hear normal conversation levels, and close visual acuity for data analysis, transcription, and computer work. The role requires the ability to apply evaluative reasoning, categorize, prioritize, and analyze data using discretion and judgment.
