PURPOSE: To help provide effective programmatic and supervisory support to professional staff, nonprofessional staff, and parents/ guardians to ensure that students with disabilities (ages 3-21) and gifted education students, that are the responsibility of the school district, receive a Free and Appropriate Public Education (FAPE) in accordance with federal, state and local laws, regulations, and policies.

FUNCTIONS:
- Follows all laws, Board Policies, regulations, rules and procedures, and complies with the instructions and/or directives from his/her supervisor(s).
- Establishes an effective working rapport with all other staff and maintains a positive relationship with the school district's internal and external publics.
- Assists in the development, revision, and/or adaptation of school district policies, procedures, and programs to help ensure that students with disabilities and gifted education students receive a FAPE.
- Assists the Director of Special Education in recommending policies, procedures, and programs essential to the needs of students with disabilities and gifted education students.
- Keeps current with regard to legal requirements governing special education and gifted education.
- Assists the Director of Special Education in providing leadership in establishing new programs and developing an improved understanding of existing programs.
- Assists the Director of Special Education in the supervision and coordination of special education and gifted education programs and ancillary services.
- Consults with and communicates programming and personnel needs to the Director of Special Education.
- Assists the Director of Special Education in the supervision and evaluation of applicable staff by performing functions that include, but are not limited to, classroom observations, reviewing reports, monitoring paperwork compliance and artifact review, and, based on such, helps to plan and make recommendations for staff improvement and program improvement, including assisting in the construction of and adherence to improvement plans.
- Assists the Director of Special Education in providing staff development programming for such things as best instructional practices, improving instructional delivery; managing data; improving student performance; adherence to laws, regulations, guidelines, policies and procedures; and other perceived areas of need.
- Assists the Director of Special Education in effectively delegating staff to complete tasks in an effective, efficient, and timely manner.
- Assists the Director of Special Education in the evaluation of secretarial staff assigned to the department.
- Assists the Director of Special Education in coordinating services, maintaining records, and submitting required reports involving students with disabilities and/or gifted education students.
- Assists the Director of Special Education in monitoring compliance with policies, procedures, laws, regulations, and guidelines, and addressing noncompliance issues.
- Assists the Director of Special Education in the recruitment, selection, and recommendation for hiring special education and/or gifted education personnel.
- Assists the Director of Special Education in working cooperatively with the transportation department to ensure the appropriate transportation of students with disabilities.
- Assists the Director of Special Education in overseeing the IEP process and ensuring the allocation of resources/services needed for the delivery of FAPE.
- Responds in an effective and timely manner to issues raised by parents/guardians, staff, representatives of agencies who administer out-of-district placements, and other appropriate persons and/or agencies.
- Creates memos, communiqu's, reports, data bases, spreadsheets, and the like and makes phone or personal contact with appropriate staff, administration, outside agencies, and/or parent(s)/guardian(s) to effectively address issues of concern.
- Assists the Director of Special Education in developing a cost-effective budget and controlling expenditures.
- Keeps informed with regard to potential sources of state and/or federal funding/reimbursement pertaining to special education and/or gifted education (e.g., contingency funds, ACCESS funds, etc.).
- Interprets objectives, laws, regulations, and programs with regard to special education and/or gifted education to the Board and the school district's internal and external publics.
- Evaluates on an on-going basis, the special education and gifted education programs including but not limited to, planned courses, curriculum, instructional practices, academic achievement, and individual student need.
- Ensures the appropriateness of design, furnishings, equipment, and location of facilities that house students with disabilities.
- At the direction of the Director of Special Education, consults with attorneys to help ensure appropriateness of programming and/or to obtain legal advice with regard to issues that are litigious or potentially litigious.
- At the direction of the Director of Special Education, participates in and/or assists with mediation, formal due process hearings, and/or appeals.
- Assumes responsibility for professional growth and development.
- Performs other related duties and tasks as assigned by the Superintendent or designee.
- Has an Instructional II Professional Certificate in special education.
- Has five (5) years of successful teaching experience in special education.
- Possesses a Supervisory Certificate in special education or K-12 Principal Certification (with five [5] years of classroom teaching experience in special education).
- Has the ability to read, write, and speak English fluently. Communicates well orally and in writing.
- Possesses necessary technology-related knowledge and individual computer skills, including but not limited to skills in word processing, spreadsheets and database.
- Has the ability to drive and possesses a valid driver's license.
- Must be dependable, punctual, flexible, appropriately attired, neat in appearance, and able to manage time appropriately.
- Has a working knowledge of the relationships existing between the school district and other educational entities is preferred, including but not limited to:
- Knowledge of in-district and out-of-district placements in which school district students attend and/or are enrolled.
- Knowledge of private educational facilities attended by school district residents.
- Possesses effective judgmental, planning, organizational, problem-solving, and human relations skills and has the ability to work cooperatively with employees, other school districts and educational institutions, and the public in satisfying the needs and responsibilities of the assigned position.
- Provides evidence of professional growth and development by keeping current of issues in the field.
- Must be able to remain in a stationary position for prolonged periods of time.
- Must be able to move about the work area to access materials, file cabinets, office machinery, etc.
- Must be able to operate equipment relative to his/her position for use and simple service or repair.
- Must be able to travel between school district buildings and other job-related locations as necessary.
- Must be able to withstand changes in environmental conditions inside and outside of the work facility, and to adapt to these changes.
- Must be able to attend evening meetings.
- Must be able to access all work areas and locations.
- Must be able to lift as required.
