Position Overview

We are seeking an experienced Program Manager to lead the delivery of professional support services for a major Department of State program supporting the Bureau of Consular Affairs, Passport Services Directorate.

The Program Manager will oversee program execution, workforce coordination, operational performance, quality management, and stakeholder engagement. This individual will be responsible for ensuring that program activities meet contractual requirements, performance standards, and the evolving operational needs of the federal customer.

The ideal candidate brings strong federal program management experience, proven leadership of multidisciplinary teams, and a demonstrated ability to manage complex service delivery environments.

Key Responsibilities

• Lead day-to-day program execution, including staffing, scheduling, performance management, and contractual deliverables.
• Oversee program planning, resource allocation, risk management, quality assurance, and operational reporting.
• Serve as a primary point of coordination between contractor leadership, federal stakeholders, and program personnel.
• Develop and maintain program management plans, staffing plans, communications plans, and quality management processes.
• Monitor program performance against established milestones, service requirements, and quality standards.
• Identify operational challenges and implement corrective actions to maintain continuity of services.
• Coordinate recruitment, onboarding, workforce retention, and personnel transitions.
• Support implementation of continuous improvement methodologies, including ISO 9001, Lean Six Sigma, and Agile practices.
• Provide regular program status reports, performance metrics, and risk assessments to senior leadership.
• Ensure compliance with applicable federal security, privacy, and operational requirements.

Required Qualifications

• Bachelor's degree or equivalent qualifying experience.
• PMP certification.
• Demonstrated experience managing federal government programs or complex professional services contracts.
• Experience overseeing multidisciplinary teams, subcontractors, and operational deliverables.
• Strong knowledge of program management methodologies, performance reporting, risk mitigation, and resource management.
• Excellent communication, organizational, and stakeholder management skills.
• SECRET security clearance meeting contract requirements.
• Ability to work primarily onsite in Washington, DC.

Preferred Qualifications

• Experience supporting the Department of State, Bureau of Consular Affairs, or other federal civilian agencies.
• Experience managing large professional services or staff augmentation contracts.
• Familiarity with ISO 9001, Lean Six Sigma, and Scaled Agile methodologies.
• Experience managing federal contract transitions and workforce ramp-ups.
• Experience with Microsoft Project, Excel, Power BI, SharePoint, and related reporting tools.
