Enterprise Systems Analyst (in-person)

Under general supervision, performs a variety of project coordination duties in the planning, design, troubleshooting and implementation of technology solutions utilizing application enterprise systems; plans, oversees and performs complex business and systems analyses; collaborates with administrators, managers and staff to ensure the development of system capabilities to achieve operational and service strategies; recommends modifications or new processes to facilitate integration with designated enterprise system module processes; develops testing and implementation plans for new systems, systems enhancements and upgrades; reviews projects following implementation to ensure compliance with specifications; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

An Enterprise Systems Analyst is distinguished from an Enterprise Software Engineer in that an incumbent in the latter class performs a higher level of technical duties requiring more advanced data engineering and programming skills.

DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. Coordinates project planning for multiple information technology projects; assists with collection of business requirements; works with department liaisons and project team staff to define project scope; formulates and implements detailed project plans, timelines; updates project plans and tracking systems for project activities and milestone completion. Utilizes scheduling and project management tools to facilitate communication and reporting across projects; schedules, facilitates and attends a variety of project status update meetings; coordinates with IT staff on project prioritization; develops and prepares project status reports. Consults across departments to optimize enterprise solutions’ functionality and efficiency; analyzes operational, legal and business requirements; assists with developing business process modifications for districtwide consistency; proposes a variety of operational and technical policies, standards and strategies. Conducts cross-departmental functional analysis, including mapping, setup, testing and troubleshooting information systems; analyzes third-party applications, reporting functions and testing processes. Provides technical and report development assistance to end users; develops reports utilizing established databases; ensures data from multiple sources is accurately integrated and consistent; liaises with functional staff, vendors and IT for problem resolution. Prepares reports and compiles statistical data; ensures accuracy and availability of data and timeliness of required reports such as the State Management Information System (MIS); upholds data quality standards and documentation; defines and maintains data standards, entry forms and guide-lines. Prepares test data and testing schedules for program or system upgrades; works with IT and functional staff to develop, test and evaluate program results; assists with the rollout and implementation of programs or systems including setup and maintenance of security profiles for system users and training development and support. Assists with the procurement of hardware, software and services requiring informal and formal bid processes; coordinates the preparation, monitoring, and invoicing of contracts for consultants, vendors and subcontractors; reviews vendor documentation and verifies compliance with scope of work and deliverables; monitors project budgets. Analyzes, evaluates and tests system upgrades; works with users and vendors on performance and compliance testing; coordinates installation and testing of non-proprietary and proprietary software packages and patches. Develops and maintains knowledge of technological developments in the information-processing field; keeps up to date with legal and compliance requirements from the California Community College Chancellor's office affecting assigned areas and system requirements. Maintains records and prepares reports of work performed. Demonstrates an understanding of, sensitivity to, and appreciation for the diverse academic, socio-economic, cultural, disability, gender identity, religious, sexual orientation, and ethnic backgrounds of students and staff attending or working on a community college campus.

OTHER DUTIES

Participates in the evaluation and recommendation of packaged software to meet District needs. Serves on committees related to information technology. Performs other related duties as assigned. Required Education and Experience Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Graduation from an accredited four-year college or university with a bachelor’s degree or major course work in business, management information systems, computer science or a closely related field; or an equivalent combination of training and experience. Desirable Education and/or Experience Enterprise Resource Planning or Management Information Systems experience preferred. Experience with data Reporting or modeling tools (AWS Quicksight, Tableau, SAS, RStudio or related) preferred. Knowledge of: Business process analysis and design. Systems and procedure analysis. Project management methods, tools and techniques, including project cost accounting and project change management and control. Basic data management, administration and development concepts. Systems Development Life Cycle methods and standards. Principles of training, support and communication to end users. Software development life cycle including testing, implementation and documentation. Principles and practices of sound business communication including business English usage and technical documentation writing. Modern office practices, procedures and equipment. Safety policies and safe work practices applicable to the work. Principles of training, customer service and user support. Standard business software. Ability to: Think in a logical, sequential manner to develop a conceptual overview of business process requirements to meet District needs and user requirements. Perform project management responsibilities and balance responsibilities to ensure timely results in accordance with established standards. Analyze business processes, evaluate alternatives and devise cost-efficient, user-friendly solutions. Analyze user requests and determine design of reports and systems as needed. Communicate technical information effectively to non-technical parties orally and in writing. Develop and maintain technical skills including learning and efficiently using new operating systems, hardware, software and programming languages as required to fulfill the position’s requirements. Operate a variety of computer software applications and peripheral equipment. Establish and maintain effective working relationships with all those encountered in the course of work. Physical Effort/Work Environment: Moderate physical effort in a primarily indoor working environment. Extended (moderate) periods of sitting. Occasional standing and walking.
