Work Schedule: Generally, Monday-Friday 7 am – 4 pm, 40 hours or more per week; may work evenings, weekends, and holidays as determined by the needs of the Town and for problem resolution. NATURE OF WORK As a senior leader in Public Works, the Public Works Civil Engineer IV position performs supervisory, management, and highly skilled analytic (Pavement Management) and administrative work in planning, developing, directing, and managing operations and maintenance activities, and is responsible for the delivery of critical and complex capital improvement projects of the Town’s streets, traffic control devices, storm drainage, water, and sewer infrastructure, including approximately 273 centerline miles of roadway. This position is responsible for leading the Public Works Engineering Division, supervising a team dedicated to the delivery of critical and complex capital improvement projects. These projects encompass a diverse array of assets, including roadways, alleyways, parking lots, bridges, culverts, concrete curbs, gutters, and sidewalks, in addition to ADA ramps, storm drainage systems, traffic control devices, street lighting, and pavement markings. The role entails ensuring the effective execution of multifaceted capital projects such as pavement management, roadway rehabilitation, pavement preservation, utility replacements, drainage enhancements, and infrastructure upgrades. The position entails responsibilities related to budgeting, capital planning, contracting, and regulatory coordination. Additionally, it includes the provision of technical oversight for construction plans and pavement management programs. The individual in this role will manage all Right-of-Way repair permits within the town's permitting system. This position necessitates close collaboration with internal departments, regional partners, and utility providers, and it plays a pivotal role in emergency response and organizational coordination. As a leader, this position is responsible for staff development, performance management, and building a high-performing team, while also providing strategic recommendations and presentations to executive leadership and the Town Board. SUPERVISION RECEIVED The individual in the Public Works Civil Engineer IV role works under the direct supervision of the Director of Public Works to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances. SUPERVISION/LEADERSHIP EXERCISED Exercises supervision of the Public Works Construction Inspector. The individual in the Public Works Civil Engineer IV role may oversee work performed by lower-level engineers (Engineer Technicians, Civil Engineer I, II, or III) and/or a variety of contractors, including legal and engineering contractors engaged in efforts on behalf of the town. Essential Job Functions: ESSENTIAL JOB FUNCTIONS The individual in the Public Works Civil Engineer IV role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town and pursuant to laws, regulations, and practices. The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive: Public Works Develop, implement, and monitor budget, goals, and objectives; Conduct research and make recommendations to the Director of Public Works concerning decisions and commitments involving large expenditures with significant impact not only on the town organization but also on the community as a whole; develop and manage assigned staff in a fiscally responsible manner. This position functions as the senior leader for the Public Works Civil Engineer IV Division and is responsible for planning, coordinating, and directing the activities and expenditures to ensure that the work is performed according to appropriate guidelines, policies, and regulations.? Develops maintenance plans for assigned work for the street operations.? Ensures completion of maintenance plans in accordance with proscribed timeframes and levels of service. Plan, develop, design, and implement programs and projects of the specialized Public Works teams; establish goals and objectives; assist the Public Works Director in long-range planning for the department. Oversee departmental strategic plans and objectives to ensure alignment with the Public Works Director’s expectations and the town’s mission, vision, values, plans, objectives, and expectations. Reviews and manages all Right-of-Way repair permits in the Town’s permitting system, including evaluation of traffic control plans, site plans, and compliance with MUTCD and Town Street Standards, verification of required bonds, and oversight of field activities such as potholing and restoration of pavement, sidewalks, alleys, and related infrastructure. Serves as a resource for the division; provides administrative and technical staff assistance to the sector. Coordinates services, planning, and work with other divisions, departments, governmental agencies, and community agencies/organizations, such as CDOT, Weld & Larimer Counties, XCEL Energy, and Poudre Valley REA. Responds to citizens’ requests for critical and complex capital improvement projects, such as but not limited to pavement management, roadway rehabilitation, pavement preservation, utility replacements, drainage enhancements, and infrastructure upgrades within the Town of Windsor within 48 hours. These projects encompass a diverse array of assets, including roadways, alleyways, parking lots, bridges, culverts, concrete curbs, gutters, and sidewalks, in addition to ADA ramps, storm drainage systems, traffic control devices, street lighting, and pavement markings. Answers questions and provides information to the public. Investigates concerns or complaints and recommends necessary action to resolve issues. Responds respectfully and professionally to citizens’ complaints and inquiries. Contribute to the effectiveness of team decision-making and management by providing information, sharing resources, participating, and adapting work schedules to accomplish goals and projects. Makes recommendations for the development and implementation of policies and procedures. Plan utilization of resources such as personnel and equipment to meet normal and emergency conditions; schedule work in a manner to avoid unnecessary delay. Lead, manage, supervise, and evaluate the performance of assigned staff and teams; champion employee engagement, involvement, accountability, and a culture of service. Prepare, analyze and present budgets and monitor costs, efficiencies, controls, ensuring that these align with town and Department objectives. Prepare and/or review proposals, contracts, cost estimates, intergovernmental agreements and related documents. Supervise and evaluate the performance of assigned staff directly and indirectly. Interview, select, and hire employees and oversee disciplinary actions in a coordinated approach with the Director of Public Works and Human Resources as appropriate. Resolve disputes and implement solutions using sound management and conflict resolution skills. Ensure the completion of daily work progress inputs into the asset management software program Cartegraph, and ensure this data is used to compile reports and maps needed by the Public Works Department. Evaluate operations and services; develop, recommend, and implement long-term and short-term improvements. Collect, monitor, and analyze Division levels of service to ensure efficiency and effectiveness; create action plans for improvement as needed. Oversee the development and administration of safety & training programs for conformance with policies and laws; monitor training and work results, including evaluation of accidents, injuries, and claims. Establish and maintain collaborative relationships with representatives of the community, citizens, employees, and public interest groups. Communicate effectively verbally in face-to-face and one-to-one settings, using a telephone, and in person. Develop communication plans and tools to drive proactive messaging; build awareness and positive perceptions of Division activities. Motivate, engage and lead employees in a culture of service. Identify and integrate new technologies into division and town operations. Exercise initiative, sound judgment, and decision-making within the scope of authority. Solicit feedback from staff; work to implement new ideas and procedures. Plan, coordinate, and arrange for appropriate training of the assigned Public Works Engineering team, and ensure that teams support and comply with, engage in, and understand applicable safety standards, best practices, and town/department safety regulations and expectations, engage in safe work practices, reporting, and addressing safety and risk matters appropriately and in a timely manner. Review and coordinate department budgets with the Director of Public Works; present and defend budget proposals; administer expenditures and revenues through monitoring of budgets; authorize purchases of supplies, materials, and equipment. Assess needs, working with the Director of Public Works to determine the necessity of capital improvements and equipment acquisition. Make presentations and recommendations to the Director of Public Works, Town Manager, Town Board, staff, citizen advisory groups, community organizations, etc. Review proposed ordinances, regulations, plans, specifications, sketches, notes, prints, and technical reports related to projects and activities for content, accuracy, and feasibility; requisition materials and supplies; maintain a detailed record system by collecting, assembling, and analyzing data, and preparing periodic reports. Prepare a variety of reports and projects as requested by the Director of Public Works. Perform related work as required and assigned. May perform as Acting Public Works Director in the absence of the Public Works Director. Provide professional advice on issues to the Director, Department Head, Town Manager, and Town Board; present to supervisors, boards, commissions, civic groups, and the general public. Maintains contact with town employees, vendors, contractors, and the public regarding Prepares annual performance evaluations that clearly define expectations. Documents performance highlights and provides regular feedback to employees. Communicate official plans, policies, and procedures to staff and the general public. Serves as a liaison and maintains contact with town employees, vendors, contractors, the public, and other departments, as well as state, local, and other public officials regarding town streets, traffic, and rights-of-way. Answer letters of inquiry and address public and civic organizations, which inform the public of policies, procedures, and the availability of facilities for public use. This is one position class where the employee is expected to exercise independent judgment and apply technical and professional skills in achieving work tasks. Work is reviewed through observation, inspection for accuracy, and by the results obtained. Supervisor is involved in problems of major impact. Engineering Has advanced knowledge of the town’s infrastructure and makes valuable recommendations for capital improvement priorities. Advanced knowledge of infrastructure construction materials and methods, and able to effectively communicate with construction personnel and manage projects. Engineering design and/or management of town infrastructure projects, including accurate record-keeping and compliance with rules and regulations of outside funding agencies, if applicable. Responsible for engineering quality control involving all components of the department's complex engineering programs; monitors, evaluates, and modifies existing department engineering programs, systems, and processes for optimum efficiency and changing objectives; and participates in strategic planning activities. Directs oversight of related CIP projects and prepares and implements the Division's CIP-associated projects by making work and budget recommendations, reviewing plans, estimating time, materials, and costs, providing technical input, and assisting the Engineering staff as directed. Identifies the department's engineering needs by initiating analytical studies to improve operating efficiency and meet city, federal, and state regulatory mandates. Prepares work schedules for complex projects, develops budgets, and programs activities of project teams. Provides training and coaching to other engineers and technicians.? Communicates clearly and appropriately with the public (using good customer service and problem-solving skills) and in various other forums (reports, memos, meetings with contractors, developers and board meetings). Accurately analyzes data from different surveys and reports (i.e., traffic studies, parking, grading certificates) to make recommendations (reports) for action or in-action or direction as requested. Manage special/complex projects as assigned (i.e., Pavement Management, State and Federal Grants Applications, Floodplain Management, Drainage, Master Utility Plan, etc.), which includes all tracking, record-keeping, recommendations, and administration. Plan utilization of resources such as personnel and equipment to meet normal and emergency conditions; schedule work in a manner to avoid unnecessary delays. Prepare and conduct coaching plans on a regular basis for all direct reports. Prepare, analyze and present budgets and monitor costs, efficiencies, controls, ensuring that these align with town and Department objectives. Prepare and/or review proposals, contracts, cost estimates, intergovernmental agreements and related documents. Review work schedules and staffing levels to ensure delivery of services in accordance with established levels of service. Develop and maintain effective teamwork. Review designs submitted by private developers and/or technical consultants for compliance with the town’s approved standards, generally accepted engineering standards and previously approved subdivision grading plans. Conducts site inspections. Monitors and ensures compliance with the approved engineering plans and specifications on assigned projects. Responsible for coordinating the resolution of conflicts when the construction plans are not in accordance with the criteria or existing field conditions. Works effectively, respectfully, and efficiently with technical/engineering consultants to revise project designs to achieve compliance with the standards referenced above. Performs related duties as established by law/ordinance or reasonably directed by the town. Ensure that all safety regulations and policies are understood. OTHER DUTIES: Depending on organizational need, additional duties may include the following: The Public Works Civil Engineer IV position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check. Skills in operating staff vehicles and pickup trucks as required for travel in this position. May participate in Town employee committees, special projects that are directly or indirectly related to essential job functions, or assignments as required. Continues educational and certification requirements in order to remain abreast of current methods and procedures. Performs research as directed, such as discovering new technology or tools, market research, etc. Performs related duties as established by law/ordinance or reasonably directed by the town. Assist other departments/divisions as necessary. Education, Knowledge, Skills, Abilities: EDUCATION, EXPERIENCE AND FORMAL TRAINING A Bachelor's degree in Civil Engineering, Transportation/Traffic Engineering, Construction Management, or a related field. Seven (7) or more years of progressively responsible work experience in Civil Engineering, Public Works Operations (Pavement Management, Streets & Alleyways, Storm Drainage, Utilities - Water Distribution & Wastewater Collection systems), Construction Management, including at least two (2) years of lead/supervisory or management experience. Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job. LICENSES OR CERTIFICATES A valid Colorado Driver’s License that meets the Town of Windsor’s standards and ability to maintain throughout employment Current Colorado Professional Engineering License is required. One or more Certifications are preferred; a minimum of one Certification within six (6) years of hire is required: APWA Rocky Mountain Public Works Institute, or the ability to obtain Colorado LTAP Supervisory Skills & Development Program, or the ability to obtain FEMA Training Certificates: 100, 200, 700, and 800 obtained within two (2) years of employment CPR/1st Aid certification within three (3) months of employment KNOWLEDGE, SKILLS, AND ABILITIES Excellent knowledge of public works practices and procedures concerning municipal engineering, planning, design, and administration. Expert knowledge of principles and practices of engineering, including standards, policies, and technical issues. Advanced knowledge of traffic and transportation engineering practices and principles to provide guidance to street network planning, design, and operations. Advanced knowledge of water and wastewater distribution engineering and storm drainage engineering. Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the town in a positive and cooperative manner. Considerable skills in the knowledge of the principles and practices of supervision, administration, and budgeting; ability to effectively apply same to the planning and direction of personnel and material resources. Ability to demonstrate high integrity, resourcefulness, and sound and consistent judgment in the execution of all duties. Strong analytical and problem-solving skills. Strong ability to implement strategic goals and plans. Ability to prepare and maintain accurate records and reports. Ability to interpret blueprints and drawings.
