Inventory Management Specialist

Summary This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area - with responsibility for the inventory and lifecycle management of all non‑expendable (NX) equipment in the assigned area(s). Qualifications To qualify for this position applicants must meet all requirements by the closing date of this announcement—05/22/2026. Time‑in‑grade requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of this announcement. For a GS‑7 position you must have served 52 weeks at the GS‑5. For a GS‑9 position you must have served 52 weeks at the GS‑7. The grade may have been in any occupation—but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year—it may not clearly demonstrate you possess one‑year time‑in‑grade—as required by the announcement. In this instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. Time‑in‑grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants may qualify based on experience and/or education as described below: Specialized experience: one year of specialized experience equivalent to at least the next lower grade GS‑5 in the normal line of progression for the occupation in the organization. Examples include conducting research and maintaining perpetual inventory accounts for non‑expendable equipment in a database system; determining required sources of equipment—purchase card program and simplified acquisition procedures; using barcode scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues and improve operations; and advising on the management, control, and accountability of equipment in use. Applicants wishing to receive credit must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Alternatively, applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one full year of graduate‑level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Transcripts must be submitted with application. Education cannot be credited without documentation. Combination: applicants may combine education and experience. A combination of specialized experience and education beyond a bachelor’s degree may qualify applicants for the GS‑07 level. If education is used in combination with specialized experience, a copy of your transcript is required, and only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS‑09 level. Duties Duties include but are not limited to: Conducts short‑mid and long‑term advanced planning for new and replacement NX assets—utilizing enterprise‑wide computerized planning tools Analyzes data to include projected lifecycle, downtime, repair rates, lost workload, cost, depreciation, trade‑in value and other factors which impact procurement decisions Advanced planning requires significant interaction and coordination with service lines—biomedical engineering—and other stakeholders to balance competing priorities including clinical requirements, technological enhancements, and budget constraints Computes requirements for equipment inventory items Utilizes a range of well‑established and commonly applied inventory principles—standard and non‑standard methodologies— and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high‑tech high‑cost medical devices, surgical equipment devices and major classes of materials—displaying familiarity with contracting laws and regulations and industry practices Supports customers and acquisition personnel in developing requirements—utilizing mandatory sources and standardization of sources Exercises Ordering Officer Authority in determining best value and contract sourcing Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment Assists customers in the creation of Performance Work Statements for equipment procurement Researches alternative sources for equipment procurement Independently determines the best purchasing and payment method to utilize (e.g., purchase card order, contract document, etc.) Decisions regarding procurement methods are made in accordance with the Federal Acquisition Regulation (FAR) and the VA Acquisition Regulations (VAAR) for competition and formal advertisement Analyzes and advises the customer on equipment purchase recommendations utilizing the "best value" approach—which may include criteria such as special features of the supply or service that are required in effective program performance that is not provided by a comparable supply or service Trade‑in considerations Probable life of the item selected as compared with that of a comparable item Warranty considerations Maintenance availability Past performance Environmental and energy efficiency considerations Conducts market research on product pricing and performance Identifies equipment items that offer the greatest potential for standardization Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders Corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve issues—such as inspections, installation, training and deployment of equipment Coordinates final disposition of NX assets—including the reutilization program Organizes requirements of hazardous materials disposal—IT sanitization control—and appropriate shipment and transfer method Implements Federal and Agency programs to promote maximum utilization of excess generated within the VA and to enable the economical acquisition of other Federal Agencies’ excess property Disposes of surplus or excess property in accordance with specific agency directives and procedures Acts as the Custodial Official for VA during the sale process and until property is removed from the assigned area Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification and performance requirements are met Selection at a lower grade level does not guarantee promotion to the full performance level Work Schedule: Monday – Friday 8am – 4:30pm Telework: Not Authorized; Virtual: This is not a virtual position Position Description/PD#: Inventory Management Specialist/PD99577S Relocation/Recruitment Incentives: Not Authorized Permanent Change of Station (PCS): Not Authorized #J-18808-Ljbffr U.S. Department of Veterans Affairs
