Deputy Inspector General (OIG)

Position Description The Deputy Inspector General is responsible for assisting the Inspector General (IG) in providing the overall direction and management of the Office of Inspector General (OIG) for the Board of Governors of the Federal Reserve System (Board) and the Consumer Financial Protection Bureau (CFPB). The OIG performs audits, investigations, evaluations, inspections, and reviews to help prevent and detect fraud, waste, and abuse in Board and CFPB programs and operations and to help improve the economy, efficiency, and effectiveness of those programs and operations. By law, the OIG also performs reviews of the Board’s banking supervision program when a financial institution failure results in a material loss to the bank deposit insurance fund. The Deputy Inspector General assists the Inspector General in the oversight of all OIG functions and is Acting Inspector General in the IG’s absence. Principal Duties And Responsibilities Assisting the Inspector General in overseeing the OIG’s activities relating to audits, evaluations, inspections, and other reviews, as well as criminal and administrative investigations. Assisting the Inspector General with OIG strategic and tactical planning and in the review and approval of OIG products and reports. Managing the day‑to‑day operations of the OIG, including the allocation and use of the OIG’s budget, equipment, space, and human resources. Assists the Inspector General in budget preparation and staff selection and other employee actions. Ensures that appropriate policies and procedures have been established to guide operations and activities. Finalizing staff performance evaluations of all staff except those staff that report directly to the Inspector General. Assists the Inspector General in determining annual salary and bonus actions for all OIG staff. Interacting on behalf of the OIG with Board leadership and committees, Federal Reserve System officials, CFPB leadership, members of Congress and their staffs, OIG stakeholders, and counterparts in the OIG community. Serves as spokesperson and chief executive officer for the OIG in the Inspector General’s absence. Other duties as assigned. Understands near‑term and long‑term needs for the organization and determines how operations should be positioned to meet such needs. Demonstrates proficiency in political savvy, organizational savvy, and interpersonal communication skills. Provides guidance, coaching, and feedback to, and conducts performance reviews for managers and other direct reports, and ensures same is provided to all function staff. Responsible for accomplishing approved program objectives for area(s) of responsibility within the financial and personnel resources allocated by the Board and the division's senior management. Participates in the development of the division’s strategic plan, goals, and budget. Recommends program objectives and their priorities for area(s) of responsibility. Recommends personnel actions involving promotions, reclassifications, merit increases, and reassignments or separations in area(s) of responsibility. Minimum Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Bachelor’s degree or higher and fifteen or more years of experience in the fields of accounting, auditing, financial analysis, law, management analysis, public administration, investigations, or related field of study. This position requires ten years of management experience demonstrated by strong leadership skills; ability to foster a positive, engaged, innovative, and collaborative organizational culture; and sufficient experience to be able to take over as acting Inspector General in the Inspector General’s absence. Familiarity with and understanding of the Inspector General Act, and the roles and responsibilities of an independent oversight organization. Ability to communicate effectively, orally and in writing, including on technical matters, and to review and edit written material for clarity, conciseness, and effectiveness. Ability to deal with matters analytically, define issues, develop alternatives, consider innovative solutions, and identify and evaluate the pros and cons involved in issues and resolve them. Must be able to obtain and maintain a top-secret/SCI security clearance. Represents the OIG and its interests in interactions with Board members and CFPB leadership, Board and CFPB officials and staff, Reserve Bank officials and staff, senior leaders in the Inspector General community, senior officials and staff in other governmental agencies, officials in other audit and law enforcement entities and the Department of Justice, members of Congress and their staffs, and other OIG stakeholders, including executives and staff from third party organizations. Maintains liaisons with other audit and federal law enforcement agencies, GAO, and other Offices of Inspector General. Represents the OIG in conferences, training programs, and other meetings. Oversees the program managers for various OIG services, the OIG’s resources, personnel, projects, and general operations of the office. Ensures that Board and OIG policies and procedures, as well as applicable audit and inspection/evaluation standards and investigative guidelines, are carried out and followed. Remarks Past performance evaluations may be requested. Selectee will be required to complete a privacy waiver authorizing the OIG to contact previous federal employers. This position is located in Washington, D.C. The OIG’s telework policy requires employees to be physically present in the office full-time. Relocation assistance is not available.
