DEFINITION: Under general supervision, directs and manages staff, budget, resources, and operations; plans, directs, coordinates, and strategizes the repair and maintenance activities for a diversified fleet and facility; compliance with all local, state, and federal regulations, and stormwater management policies; coordinates facility inspections, repairs, and routine building maintenance; ensures all applicable safety standards for facility buildings are operational and enforced; serves as a County-wide expert in automotive technology with deep industry experience and understanding of issue-specific diagnostics; benchmarks productivity of operations to strategize and prioritize work; provides guidance on business transitions such as alternative powertrains, platform changes, and impact of products on vehicles and equipment in the fleet; and performs related work as required. DISTINGUISHING CHARACTERISTICS OF THE CLASS: This class serves as the Fleet Services and Facility Manager with the responsibility for managing the operations of the repair and maintenance of a complex fleet within the Department of Vehicle Services. Illustrative Duties Directs and manages the repair and maintenance of a complex fleet for multiple agencies including units of high-priority (i.e. Public Safety, Health and Human Services, Solid Waste) and a facility including grounds, equipment (i.e. in-ground lifts, automatic doors, lights), contracts for complex building systems, and the structure; Administers and ensures compliance with safety programs mandated by OSHA and VOSHA to include investigating accidents and injuries within designated time parameters and conducting site and facility inspections; Serves as a member of the DVS Senior Leadership Team with responsibilities for ensuring compliance with department-wide policies including safety, procurement, human resource management, emergency operations, and training; Administers permits issued by the Virginia Department of Environmental Quality (DEQ) including the Virginia Pollutant Discharge Elimination System (VPDES) General permit issued for Stormwater Discharges Associated with Industrial Activity; All covered industrial facilities must develop and implement a Stormwater Pollution Prevention Plan (SWPPP) and some also have a Chesapeake Bay TMDL Action Plan; Ensures completeness and conformance with facility standards for hazardous waste control and disposal; Directly manages the State Inspection Program to include ordering, issuing, and maintaining inventory for Virginia State Inspection stickers, maintaining updates on state safety manuals, ensuring technicians maintain state certification, and maintaining all equipment required to perform safety inspections, and the actual performance of inspections; Oversees the completion of DMV EZ-Fleet transactions for vehicle tagging and titling and maintenance of records and material inventory; Collaborates with county agencies to inspect and repair facilities; Manages outside contractors for improvements and repairs to the facility and shop equipment and inspects work to ensure satisfactory completion; Ensures compliance with Virginia’s Underground and Aboveground Storage Tank Technical Regulations to equip and operate tanks to prevent releases into the environment; Includes reporting and investigating suspected tank releases, completing required training as a facility operator, and ensuring spill buckets and equipment are on site; Develops and oversees financial budgets, facility, tool, and supply expenditures, and procurement documents, and provides cost estimates for vehicle repairs to include preparing cost benefit analysis for significant repairs; Oversees the receipt of new vehicles and equipment from vendors including an inspection to ensure safety and completeness before releasing to the using agency; When requested, oversees the build-out of vehicles; Oversees the disposal of surplus property; Provides leadership and direction to facility staff including coordinating work among divisions within the department and with other agency departments; Prioritizing and assigning work; Conducting performance evaluations, ensuring that employees follow policies and procedures, making hiring, training, and evaluation and disciplinary recommendations technical staff and management including commercial driver’s license requirements and various certification and licensure programs; Manages projects and activities of all staff a facility; Recommends modifications and improvements; reviews and analyzes production data and reports; Analyzes, interprets, applies, and enforces federal, state, and local policies, procedures, laws, and regulations; Makes sound, independent decisions within established policies and procedural guidelines; Organize workflow, set priorities, and meet critical deadlines for high priority projects; Coordinates contingency plans and adapts operations for unexpected weather conditions, equipment failures, and emergency situations; Responds to fleet, facility, and emergency situations regardless of day or time; Assess whether production needs, such as for overtime work, are within budget; Develops and standardizes maintenance and operating procedures to improve the efficiency and effectiveness of maintenance operations; Carries out quality control programs to make sure the finished product meets standards for quality; Strong market experience, detailed knowledge of industry trends and proven technical skills to assist in preparation of specifications for County vehicles and equipment and evaluation of products intended to increase efficiency and minimize emissions; Coordinates with material management supervisors to evaluate parts inventory requirements for scheduled repairs and maintenance. Required Knowledge, Skills and Abilities Knowledge of the methods and equipment used in the maintenance and repair of a variety of automotive and construction equipment; Ability to plan, schedule and execute a preventive maintenance program; Ability to plan and direct the work of others; Ability to prepare clear and concise reports; Ability to prepare and justify sound budget requests; Ability to develop and maintain cordial and effective public and employee relationships. Employment Standards / Licensure / Certification / Necessary Special Requirements EMPLOYMENT STANDARDS: Any combination of education, experience, and training equivalent to the following: Graduation from high school or G.E.D. issued by a state department of education; plus, five years of experience in problem diagnosis, repair and maintenance of a wide variety of light, medium, heavy and/or specialized automotive equipment; plus, three years of experience at the supervisory level. Certificates and Licenses Required Must hold a Commercial Driver's License (CDL) with Class B with air brakes, P (Passenger) and S (School Bus) endorsements. May be required to provide copies of driving record periodically for verification of driving status. Fairfax County requires CDL holders to obtain and keep current a Department of Transportation (DOT) Medical Card.
