Staff Job Description A Glimpse of the Job Join a team dedicated to strengthening community resilience across Texas. As an Assistant Program Leader, you'll play an integral role in supporting the Texas Mitigation Planning Initiative's operations, helping coordinate and manage hazard mitigation projects that serve rural and regional communities. In this role, you'll lead the development of FEMA-compliant hazard mitigation plans, provide planning and technical assistance to communities with limited planning capacity, and facilitate meetings that help local stakeholders achieve meaningful outcomes. You'll serve as a trusted liaison to community partners across Texas, conducting site visits and building relationships that support long-term resilience planning. The position also offers opportunities to guide project implementation, supervise interns and student teams, develop educational and training materials, and contribute to impactful planning initiatives that help protect lives, property, and the future of Texas communities. What You Need to Know Salary: Starting salary is $70,000/annually (Compensation will be commensurate to the selected hire's experience). Other Requirements and Factors:
- This position is subject to availability of grant and contract funds.
- This position is located in College Station, Texas, with extensive travel to Community Partner locations throughout the state of Texas. Community Partner locations differ from year to year and are based on yearly applications and needs.
- Bachelor's degree in planning, urban planning, emergency management, or
- related field.
- Three years of related experience related to hazard mitigation planning, community planning, or project management.
- State of Texas Class "C" Driver License or ability to obtain one within 30 days of employment.
- Master's degree in planning, urban planning, emergency management, or related field.
- Four (4) years of experience in projects or programs related to hazard mitigation planning, community planning, communication and organization.
- Experience with GIS
- Ability to multitask and work cooperatively with others.
- Knowledge of word processing, spreadsheet, and database applications.
- Excellent written communication, analytical, interpersonal, and organizational skills.
- Excellent leadership and supervisory skills.
- Knowledge of plan evaluation and plan integration assessments.
- Knowledge of FEMA's local hazard mitigation plan requirements.
- Knowledge of FEMA's Benefit-Cost Analysis toolkit.
- Leads in plan writing and policy generation of rural regional multi-jurisdictional or county-level hazard mitigation plans and other planning assistance. This includes preparing instructional materials and train-the-trainer documents for rural emergency management coordinators to reproduce the hazard mitigation planning process in the future. Plans are expected to be FEMA compliant and include current practices of risk and strategy to reduce loss of life and protect property.
- Leads the annual application cycle for communities, who submit letters of interest and applications for hazard mitigation plan assistance, monitoring applications and the selection process
- Monitors tracking of community hours and involvement for grant reporting, working closely with local communities to ease reporting burdens.
- Monitors compliance with requirements, laws, regulations, policies and procedures for assigned programs.
- In coordination with the TMPI project team, participates and prepares for outreach activities and provides technical assistance that supports the goals and objectives of TMPI. This includes working with the Hazard Reduction & Recovery Center, and affiliated partners, providing hands-on technical assistance to communities and facilitating planning processes that lack planning capacity.
- Conducts site visits to communities serving as the liaison to the local county or regional representative involved in the planning process
- Represents TMPI to develop and maintain relationships with community partners.
- Facilitates meetings with communities to reach plan outcomes.
- Implements and coordinates the strategic goals of the program.
- Provides leadership on planning related project activities in rural communities.
- Provides guidance at community engagement workshops on risk assessments, needs assessments, and policy recommendations.
- Writes and edits products and compiles into user friendly format.
- Coordinates with student workers, graduate and/or research assistants, and faculty on hazard mitigation planning projects.
- Supervises interns and participant volunteers.
