City of Alamosa Job Description Position: Building Official (Reports to: Development Services Director) General Statement of Duties Conducts plan reviews as required, issues building permits in accordance with the applicable building code, performs building inspections, and conducts technical analysis of work related to the Development Services Department. Provides support to the City zoning administrator and code enforcement when needed. Essential Functions Makes recommendations to the Development Services Director on building inspection and related budgetary matters. Reviews applications and issues all residential and commercial building permits in accordance with the applicable building codes as adopted from time to time by the City of Alamosa. Reviews zoning and subdivision regulations to assure compatibility with the proposed building and/or development. Works directly with the Planning Specialist to ensure compliance with the application. Keeps abreast of technical and innovative developments in the field of building construction. Responds to and resolves difficult citizen inquiries and complaints. Compiles all inspection documentation from the beginning to the end of building permits; verifies that work is done in compliance with existing building and zoning regulations, and issues Certificate of Occupancy. Issues General Contractor, Limited Contractor, and Special Use Contractor licenses. Maintains records of all permits issued and inspections completed. Attends meetings with other division heads and City officials as necessary. Prepares council communications as assigned. Answers questions, records complaints, and provides information to the general public in person and over the phone, relating to building inspection. Carry out the duties of the “Floodplain Administrator”. To include FEMA floodplain mapping, zoning, and reporting. Verify and record all Elevation Certificates. Report “annual” and “five-year cycle” FEMA certification audits. Knowledge of Working knowledge of building, mechanical, energy conservation, zoning regulations, safety procedures, and floodwater management. Working knowledge of the UDC. Working knowledge of City geography and the numerical addressing system. Facility Management. General knowledge of building system maintenance and repairs, and of normal custodial practices and procedures. City’s personnel policies and procedures. Ability to Climb, crawl, and walk for long periods of time. Prepare written reports of a complex nature and communicate effectively with a diverse population. Represent the City in a positive manner. Deal with complaints from the public in a constructive manner. Speaking Spanish is desired but not required. Education/Experience Requirements Bachelor’s Degree or Associate’s Degree in STEM or other related fields of education preferred. Specialized training highly desirable. A minimum of six years of progressive building inspection experience is preferred, with some supervisory and administrative experience, or any equivalent combination of education and experience. International Code Council certifications for residential, commercial, and mechanical are required, or the ability to obtain certification in one year. Additional Requirements Requires travel to off-site locations for work, meetings, or training. Must be physically capable of operating passenger vehicles and light trucks safely, possess or be able to obtain a valid State of Colorado Class C driver’s license, and have an acceptable driving record in compliance with City policies. Must be 21 at the time of appointment. Must pass all testing and screening requirements established at the time of application, including background checks, physical ability tests, physical examination, etc., as required. Physical Capabilities Essential duties include extensive walking while carrying approximately five pounds of equipment, frequent bending and stooping, frequent lifting and carrying equipment weighing up to 30 pounds, and operating light and medium-duty trucks. Physical activities required to perform essential duties include hearing conversation and traffic, speaking in an understandable voice, sufficient visual acuity to walk and drive in traffic, operating computers, bending, stooping, reaching, and handling. Working Environment Approximately 70% of the essential duties/activities for this position are performed from a vehicle and on foot. Approximately 30% of the essential duties/activities are performed in a heated office environment.
