SENIOR PROCESSOR OF MEDICAID PAY-IN PAYMENTS

APPLICANTS MUST BE PERMANENT IN THE CLERICAL SSOCIATE CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. The Division of Accounts Receivable and Billing (DARB) is mandated by State and local law works with all levels of HRA management, City, State and Federal government officials. DARB collects and accounts for more than $140M annually in public assistance Refunds and Recoveries including lump sum checks received from the Social Security Administration for SN/SSI clients and SSP refunds and Medicaid Spend Down program payments. DARB is responsible for the collections, refunds and billing for client-related payments received by HRA while managing thirty-one employees in four distinct units: the Treasury Unit/Cashier’s Central Processing & Special Processing Units, the Data Entry Unit, the Reporting and Reconciliation Unit and the Administration Unit. The Cashiers’ Unit within DARB processes over 4,000 payments per month with over 700 of these payments being extremely time sensitive and trigger Medicaid coverage for customers. The Office of Fiscal Operations is recruiting for one (1) Clerical Associate IV to function as the Senior Processor of Medicaid Pay-In payments within the Cashiers Unit, who will: Manage and provide coverage for the Cashier’s window where customers make payments in person for their Medicaid Surplus. Oversee the processing of credit card transactions processed using POS devices on the CardConnect platform. Revies input documents and batches prepared using the Finance Office Check Imaging System, (FOCIS) for data entry into the Division of Accounts Receivable and Billing Accounting system. Prepare documents and Medicaid batches for data entry into the DARB accounting system and deposit checks and money orders to the bank through remote deposit. Review Medicaid Surplus payments received from third parties for an attestation of use of recipient funds and sends appropriate correspondence to customers who have not submitted the appropriate forms. Respond to incoming calls on the IVRS system and accept credit card payments. Research customer payments by using the DARB system, Welfare Management System (WMS) and the HRA One Viewer. Perform scanning, indexing and quality assurance of Medicaid surplus payments and disbursements. Perform other administrative duties as may be assigned. Hours/Schedule: 9 to 5

Minimum Qualifications Qualification Requirements A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience. Skills Requirement Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute. Preferred Skills Proficient in Excel and Microsoft Word. - Excellent interpersonal skills. - Good organizational and verbal communication skills, with the ability to multitask and interact with DARB’s staff and many HRA’s responsibility areas, and other city agencies. - Excellent computer knowledge of Excel, Word, and WMS is a plus 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
