SAFETY SPECIALIST, BOILER

Overview The Department of Business and Industry’s Division of Industrial Relations is hiring for a Safety Specialist-Boiler within the Mine Safety and Training Section based in Carson City. Safety Specialists promote recognized safety practices among businesses subject to state and federal safety and health regulations and identify workplace hazards and regulatory violations, or train others to do so, and recommend reasonable and practical solutions to achieve compliance and hazard abatement. This position supports the Mine Safety and Training program and is responsible for conducting inspections of boilers, pressure vessels, and related equipment at surface and underground mines, mills, quarries, and associated facilities; investigating boiler- and pressure vessel-related mine incidents; providing technical guidance and consultation to mine operators; conducting research using applicable codes, standards, and technical references; preparing written reports and training materials; delivering public presentations to increase awareness of mine safety issues; and maintaining current knowledge of emerging technologies, standards, and regulations. This role may require non-standard work hours, including evenings and weekends. Responsibilities Conduct inspections of boilers, pressure vessels, and related equipment at surface and underground mines, mills, quarries, and associated facilities. Investigate boiler- and pressure vessel-related mine incidents and provide technical guidance and consultation to mine operators. Conduct research using applicable codes, standards, and technical references; prepare written reports and training materials; deliver public presentations to increase awareness of mine safety issues. Maintain current knowledge of emerging technologies, standards, and regulations; perform related investigations as needed. Conduct shutdown and operating inspections of assigned equipment to ensure compliance with regulations and adopted industry codes related to installation. Conduct opening and closing conferences with company management as needed; exercise safety precautions when working near operating boilers and pressure vessels. Evaluate preventive maintenance by company personnel; issue notices of violation with time periods for abatement; recommend fines when violations are not corrected in time; submit inspection reports to determine permit status; and order changes to the authorized operating pressure of boilers when warranted. Investigate all accidents and complaints concerning boilers and related equipment; interview complainants/witnesses, inspect equipment, determine cause, and prepare investigation reports; issue administrative fines or permit suspensions as appropriate. Provide technical assistance in response to inquiries regarding code requirements, maintenance, or operational problems with equipment from builders, constructors, architects, owners, users, service, and repair organizations. Under general supervision, perform the full range of duties outlined in the series concept; orient and train new Safety Specialists and/or Safety Representatives; may serve as lead on functional or team assignments; may be assigned to focus on special projects. Qualifications Bachelor’s degree from an accredited college or university in engineering, occupational safety and health, construction management, or a closely related field and two years of experience in the design, construction, repair, or operation of high-pressure boilers and pressure vessels; OR Associate’s degree from an accredited college, university, or trade school in engineering, occupational safety and health, construction management, or closely related field and three years of experience as described above; OR graduation from high school or equivalent education and four years of experience as described above; OR one year of experience as a Safety Representative, Boiler - DIR in Nevada State service to include Commission as a National Board of Boiler and Pressure Vessel Inspector; OR an equivalent combination of education and experience as described above. Ability to perform related duties and responsibilities as described, including working in potentially hazardous environments around boilers and pressure vessels. Working knowledge of the operation of high-pressure boilers and pressure vessels; safety codes for boilers by ASME and ANSI, and National Board Boiler and Pressure Vessel Codes; design, construction, operation, maintenance, and welding repair of boilers; non-destructive testing; electrical and mechanical controls; safety precautions necessary regarding boilers. Ability to research and understand applied technical information; observe accident scenes to determine cause; document inspections and investigations; present findings and recommendations orally and in writing; work in extreme environments; present at conferences with management.
