Position Description

We are seeking a Project Manager / Scrum Master to join our team. The ideal candidate will have experience leading and managing cross-functional Agile Scrum teams to plan, develop, and launch mission-critical Federal Government web applications and content management systems. The Project Manager / Scrum Master will oversee the entire project lifecycle, from initial discovery and design through full website build, launch, and post-launch operations, ensuring that all deliverables meet rigorous performance, quality, and security standards.

Responsibilities: 

• Provide overall direction, coordination, implementation, execution, control, and completion of Federal IT web development projects from initial kickoff to final deployment.
• Serve as Scrum Master for Agile development teams, facilitating all Scrum ceremonies including sprint planning, daily stand-ups, backlog grooming, sprint reviews, and retrospectives.
• Direct the end-to-end management of a new enterprise Drupal Content Management System (CMS) website from initial setup and architecture through go-live and ongoing maintenance.
• Coordinate closely with creative design partners, UX/UI specialists, content strategists, and technical teams to ensure seamless visual design integration, web accessibility (Section 508 / WCAG 2.2), and brand alignment.
• Manage complex project schedules, assess conflicting priorities, eliminate technical blockers, and track team velocity and project health using key metrics and earned value analysis.
• Proactively identify potential project risks and issues, develop mitigation and contingency plans, and maintain a comprehensive risk register.
• Ensure all contractual deliverables and performance standards adhere strictly to Quality Assurance Surveillance Plans (QASP) and Federal security and privacy requirements.
• Serve as the primary client-facing point of contact, maintaining transparent communication with government stakeholders, Contracting Officer Representatives (CORs), and program managers through weekly status meetings and monthly progress reports.
• Foster a collaborative team culture, conducting regular one-on-one meetings, coaching team members, and maintaining high morale across multidisciplinary technical and creative staff.

Requirements

• U.S. Citizenship and ability to obtain and maintain a Federal Public Trust clearance.
• Bachelor's Degree in Information Technology, Computer Science, Business Administration, or a related field with 8+ years of hands-on experience in project management and Agile best practices.
• Experience managing full-lifecycle enterprise web development and CMS deployment projects.
• Demonstrated experience facilitating Scrum ceremonies and managing multidisciplinary technical, creative design, and content teams.
• Active Project Management Professional (PMP) certification.
• Active Agile Certification (e.g., Certified ScrumMaster (CSM) or equivalent experience.
• Proficiency with Agile management tools (e.g., Jira) and project scheduling software such as MS Project.
• Strong analytical, organizational, client-facing, and oral/written communication skills.

  Desired

• Experience leading Drupal website development projects from start to launch.
• Experience managing and coordinating work with external creative design partners, multimedia agencies, and UX/UI teams.
• Experience managing Federal Government Contracts.
• Familiarity with Cloud hosting environments (such as AWS or Azure) and cloud deployment workflows.
• Familiarity with Artificial Intelligence (AI) technologies, Large Language Models (LLMs), and AI-enabled site features or assistants.
• Knowledge of Federal security authorization processes (FISMA, NIST SP 800-53) and Section 508 / WCAG 2.2 web accessibility compliance standards.
