Clinical Operations Manager

Overview Schedule: Full-time 40 hours/week, Monday – Friday (no weekends, no holidays); 8:00am – 4:30pm. The Clinical Operations Manager (COM) leads and is accountable for both the operational and clinical components of service delivery. This role requires coordination with clinical care teams and administrative functions, with accountability for key performance indicators (KPIs), timely access to care, quality clinical delivery, and continuity of care for patients. The COM plans, deploys, assesses, and problem-solves activities that support employees, patients, and families while fostering strong community relationships and protecting the organization’s reputation for excellence. The COM leads with professionalism and develops positive, trust-building, productive relationships with internal and external stakeholders. This role coordinates communication and collaboration across teams and departments to optimize program outcomes and staff performance, driving results aligned with the organization’s goals, priorities, and metrics. Responsibilities Operational Oversight: Oversee daily program operations, including staffing, scheduling, and resource allocation to ensure efficient and effective service delivery. Workforce Management: Manage hiring, onboarding, training, performance management, and staff development; maintain accountability for team performance. Facilities & Safety: Oversee physical plant/environment of care in collaboration with support departments to ensure safety, functionality, and compliance. Vendor Partnerships: Develop and maintain relationships with external vendors and service partners to support operational needs across programs, including facility and site management where applicable. Access to Care: Monitor patient census, referral trends, and local market demand to optimize capacity and access to care. On-Call Coverage: May participate in a call schedule and respond onsite to urgent issues outside regular hours, including nights, weekends, and holidays, as required by the program. Financial & Resource Management: Manage departmental budgets and staffing models to align with patient demand and financial performance; participate in annual budgeting and monitor monthly performance through operating reports; identify opportunities to improve efficiency while maintaining quality. Clinical Services Oversight: Ensure high-quality clinical care aligned with standards, protocols, and patient needs; provide or oversee clinical supervision; monitor patient safety and risk, and implement safety protocols. Care Collaboration: Ensure multidisciplinary collaboration through routine treatment team meetings; be present in care settings, observe and drive clinical quality and continuous improvement. Documentation & Compliance: Review and audit electronic health records weekly for documentation standards; support training and professional development of clinical staff; provide direct patient care and therapeutic services as needed; oversee recruitment of intern candidates when applicable. Quality & Improvements: Implement quality improvement initiatives and monitor clinical and operational metrics to drive data-driven improvements. Regulatory Compliance: Ensure compliance with state and federal regulations; stay informed about licensure requirements; lead or support incident investigations and action plans; partner with patients and families to resolve concerns; ensure safety drills and environment of care standards. Team Leadership & Culture: Build and retain a high-performing clinical team; foster accountability, collaboration, and continuous improvement; support team-building opportunities. Community Relations: Develop relationships with referral sources, payers, and community partners; align services with community needs and participate in outreach and engagement activities. Education & Experience (Qualifications) Master’s degree in social services or a related field, with an active clinical license issued by the appropriate state licensing board (e.g., Wisconsin Department of Safety and Professional Services). In MHAR programs, separate substance use clinical supervisor license and/or knowledge of addiction treatment via education/experience is required. Ability to supervise direct care staff toward licensure is preferred. Minimum of four (4) years of clinical experience providing direct care using evidence-based treatment approaches; at least two (2) years in a psychiatric facility preferred. Minimum of two (2) years of supervisory experience strongly preferred. Understanding of social service administration, supervision, consultation, community resources, human growth and behavior, and therapy skills for all ages. Additional experience in substance use disorder treatment services is preferred. AHA CPR certification required within thirty (30) days of hire, with bi-annual re-certification. Training in Nonviolent Crisis Intervention (NCI) required within sixty (60) days of hire or transfer, with annual re-certification. Professional licensure: Advanced Practice Social Worker (Cert), Licensed Clinical Social Worker (Cert), Licensed Professional Counselor (Cert), Licensed Marriage and Family Therapist (Cert).
