Kitsap Regional Library is seeking a highly motivated and detail-oriented individual to provide superior grounds and maintenance services at several Kitsap Regional Library locations. This position is responsible for general landscape design and maintenance as well as building projects to include but not limited to electrical, carpentry, plumbing, or painting. This position reports to the Facilities Supervisor.
Under general supervision, the Grounds and Maintenance Worker operates independently or as part of a team, responsible for grounds maintenance and routine repair of library buildings and equipment. The Grounds and Maintenance Worker exercises independent judgement and decision making to safely perform their assigned duties within established policies, procedures, and guidelines.
This position is part of a bargaining unit represented by the Washington Public Employees Association/UFCW local 365.
QUALIFICATIONS AND EXPERIENCEHigh school diploma or GED, plus three years of experience in building and/or grounds maintenance.
A valid Washington State driver's license, a safe driving record, and three years of driving experience are required to drive a library-owned vehicle for library business.
As part of the hiring process, candidates will complete a Job Candidate Assessment Test related to the duties of position. The selected candidate will complete a pre-employment fitness for duty exam.
BENEFITS & SALARYEmployees regularly scheduled 20 or more hours per week are eligible to participate in our medical, dental, vision, basic life, AD&D, long term disability insurance plans, health reimbursement arrangement (HRA), as well as our employee assistance program. Additionally, full-time employees earn 15 days of vacation leave, 13 days of sick leave, and 1 personal day each year.
Kitsap Regional Library participates in the Washington State Public Employees Retirement System (PERS). Employees are automatically eligible for the plan if they work a minimum of 16.25 hours per week (or 70 hour per month) during five months per year for two consecutive years.
Offers to new employees are expected to be between $21.84 and $24.59 depending on required and relevant experience and in alignment with internal equity.
ESSENTIAL FUNCTIONSAny of the following duties may be performed, although the work is typically approximately 60-70% within Grounds and 30-40% within Maintenance. These examples are representative and do not include all specific tasks an incumbent may be expected to perform:
DUTIES:
- Maintain library owned and leased buildings, facilities, and grounds to include corrective and preventive maintenance activities.
- Maintain irrigation systems, mow, plant, weed, rake, and prune of foliage at library owned and leased buildings.
- Perform various skilled (routine) electrical, lighting, plumbing, carpentry, masonry, painting, and grounds care functions.
- Transport, assemble, and install equipment, furniture, boxes, and shelving at various library locations. This may include set-up for library-sponsored activities.
- Participate in facilities remodeling and repair projects.
- Safely use, maintain, and repair hand and power tools and specialized equipment.
- Prune and spray foliage using chemicals and non-chemical substances within established guidelines.
- Inspect library grounds for and remove litter.
- May repair fences, gates, walls, or walkways.
- Maintain walkways for safety (free of debris, ice, and for function).
- Maintain building gutters and downspouts as needed.
- Assist with routine building projects that may include electrical, carpentry, plumbing, painting, or remodeling. Replace lamps and ballasts.
- May on occasion handle and safely dispose of bio-hazardous materials.
- Maintain the safety and cleanliness of library vehicles. Conduct visual inspections to ensure vehicles are in good working condition, keep the interior of vehicle clean of any debris.
- Adhere to all traffic laws and safety regulations.
- Perform other related duties as assigned.
- Ability to maintain regular and reliable attendance.
- Knowledge of seasonal grounds maintenance requirements.
- Knowledge and the ability to use a variety of hand and power tools and equipment such as tractor and riding mowers.
- Ability to prioritize workload to meet goals and deadlines.
- Ability to push, pull, and maneuver objects.
- Ability to perform routine electrical, lighting, plumbing, carpentry, masonry, painting, and grounds care duties.
- Ability to use maintenance and cleaning chemicals, cleaning agents, disinfectants, sanitizers, degreasers, and lubricants safely.
- Knowledge of and ability to safely dispose of chemical materials.
- Ability to use tools and equipment used in planting and maintaining lawns, shrubs, trees and other grounds areas.
- Knowledge and ability to apply standard safety practices of grounds maintenance work.
- Ability to work independently and with minimal direction.
- Ability to establish and maintain effective and courteous working relationships with staff and the public.
- Ability to demonstrate effective verbal and written communication skills with a diverse audience.
- Ability to read and comprehend technical and safety instructions and other written material.
- Ability to operate standard office equipment.
- Ability to use initiative and independent judgement in a variety of situations related to the duties of the position.
- Ability to work collaboratively to create and maintain an inclusive environment where staff and patrons are respected and feel safe, supported and valued.

Work is performed both indoors and outdoors in all weather conditions and involves medium to heavy physical demands involving frequent movement, lifting, carrying, and maneuvering over prolonged periods of time; operating hand and power tools, janitorial equipment, and other equipment commonly used to maintain safe and operational facilities and grounds. Prolonged periods of walking, standing, bending, stooping, stretching, pushing, pulling, reaching, climbing ladders, and/or kneeling. Occasional use of keyboards, telephones and other office equipment. Must be able to work while others are working in a shared team area. Frequent exposure to dust, dirt and fumes while work is conducted in loud noise or confined areas, outdoors on uneven ground and/or in air-conditioned equipment rooms.
Frequently, the incumbent must safely move, maneuver or transfer objects, equipment and power tools or materials weighing up to 50 pounds to carts, tables, shelves of varying heights, roofs and in and out of buildings and up and down stairs. Occasionally, the incumbent must safely move or maneuver objects or materials weighing up to 20 pounds, including stooping, reaching, lifting, bending or transferring materials and supplies. Incumbents must move between locations within the library and to/from the delivery vehicles (typically a large, sprinter-style van or truck).
Visual acuity essential for tasks include identifying, observing and inspecting technical and complex written communications; driving library vehicles. Work performed and delivered are guided by precise deadlines. High cognitive demands include attention to detail, ability to evaluate road and traffic conditions, operate a large vehicle and equipment safely, plan routes and defensive driving techniques, critical thinking, problem solving and following clear procedures.
Excellent communication skills, customer service abilities, and multitasking are also essential for success in this role.

This is a full-time position scheduled for 40 hours per week. The schedule is typical Monday through Friday from 7:00 AM to 3:30 PM but may include weekends and evenings as needed. Please note that schedules are subject to change to meet the needs of the library.
