Budget Analyst

Overview DOT is hiring a Budget Analyst in the Division of Budget and Capital Program Management's Expense Budget Unit. The unit manages the agency's $1.5 billion annual operating budget and the agency's annual revenue budget of about $500 million. We are looking for self-starters who can coordinate multiple priorities in a fast-paced environment with minimal supervision and under tight deadlines. The Budget Analyst will work with Budget Office colleagues and operational division partners to create analyses and formulate recommendations for senior management. Responsibilities Manage a portfolio/division of DOT's budget and assist in monitoring agency spending and procurements. Review and update program budgets for assigned divisions; perform technical budget exercises related to fiscal year-end close. Analyze the agency\'s revenue generating operations and prepare projections of anticipated revenues for discussion with the City\'s Office of Management and Budget (OMB). Develop and evaluate Financial Plan proposals designed to balance the budget by reducing costs or increasing revenue. Monitor and analyze the agency\'s Personal Services (PS) budget; review proposed personnel actions for compliance with available headcount and funding. Prepare and process budget modifications; prepare and submit the agency PS spending plan, process and clear PS accruals, and prepare and distribute biweekly, monthly, and ad hoc reports for use by agency divisions. Collaborate with Budget Office colleagues and operational division partners to create analyses and formulate recommendations for senior management. Qualifications A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities related to the duties described above; or High school graduation or equivalent and six years of experience in community work or community-centered activities related to the duties described above; or Education and/or experience equivalent to the above, with at least one year of experience as described in the first item.
