Position Overview Disability Rights New Jersey seeks a full-time Supervising Attorney under the supervision of the Legal Director. Disability Rights New Jersey provides legal assistance to individuals with disabilities in New Jersey. This position will focus on the rights of Medicaid beneficiaries, recipients of Medicaid waiver services, and the rights of individuals in home and community-based settings. Disability Rights New Jersey is the designated protection and advocacy agency for people with disabilities in the diverse state of New Jersey, providing individual and systemic advocacy and legal representation, training, technical assistance, and outreach in order to protect legal, civil, and human rights. The salary range for this position will start at $100,000 depending on experience. Position requires five years of experience with at least two years of relevant subject matter experience, particularly Medicaid and home and community-based services. As a Supervising Attorney, this candidate will handle a client caseload, participate in outreach and education, and supervise staff attorneys who represent individual clients at the Office of Administrative Law and Superior Court levels, draft briefs and legal memoranda, provide advice and counsel on rights violations and service denial or reduction appeals. This candidate will also present webinars and educational presentations, write issue briefs, public reports and other public-facing work projects, and engage in systemic advocacy, including systemic litigation. This candidate should have a strong commitment to public interest, and particularly a demonstrated interest in advocating for individuals with disabilities. This candidate should have strong legal writing and analytical skills and the ability to work both independently and collaboratively. This position requires a law degree from an accredited college. This candidate must be barred in the state of New Jersey or be barred within one year of employment. The candidate must also be admitted to the United States District Court for the District of New Jersey or be admitted within one year of their date of hire. This candidate must also have the ability to obtain and maintain any necessary federal security clearances required by federal funders.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provide mentoring and direct supervision to new staff attorneys, advocates, and assigned support staff, to ensure that holistic, high quality legal representation to clients isprovided. Represent and co-counsel cases with new staff attorneys until such time the staff attorney is ready and able to provide individual client representation. In consultation with the Legal Director, assign new cases including level of service to be provided and non-case, project related legal work. Work closely with the Legal Director to ensure high quality representation of clients. Monitor substantive legal work and provide consultation and advice to staffattorneys. Participate in staff development through mentoring andtraining. Ensure new staff compliance with all administrative functions in accordance with Disability Rights NJ policies and procedures, including, but not limited to, time keeping, client file management, service request and project updates, leave requests, travel reimbursements, and timely closing client service requests and projects Develop and maintain a productive workenvironment. Assist staff with legislative work, community outreach, training, and education. Help build a cohesive, supportive team that works well with one another and maintains open communication. Carry a caseload and conduct impactful individual representation and advocacy that addresses systemic problems. Work closely with the Legal Director to identify systemic legal problems, analyze litigation options, and develop and implement litigation strategy to achieve the greatest impact. Ability to interact and maintain positive and constructive interpersonal relationships with supervisors, supervisees, co-workers, clients, families, and the general public. Knowledge and understanding of disability rights, laws, policies and procedures. Ability to understand, comply with and implement agency policies and procedures. Excellent oral and written communication skills. Ability to prepare official correspondence. Knowledge of relevant state and federal court practice and procedure and administrative law and practice. Ability to handle administrative and legal proceedings, under supervision for staff level, or independently for senior level. Ability to understand and comply with agency policies and procedures. Knowledge of and ability to understand and relate to culturally diverse communities.
