Location: On-Site
Anticipated Term: Approximately 2 years, tied to project phase completion, not a fixed employment period. Term may be structured as renewable phase-based engagements rather than one continuous 2-year term.
Scope of Services:
Luskin Orthopaedic Institute for Children (LuskinOIC) is engaging an experienced Owner’s Representative individual to provide advisory and oversight services for a major multi-phase healthcare construction and renovation project. The Contractor will deliver the services described below.
Scope of Responsibility:
The Contractor is responsible for protecting the organization’s interests throughout planning, design, construction, activation, and project closeout.
The Contractor will oversee budget, schedule, scope, quality, risk, and communication while serving as the primary liaison between LuskinOIC leadership and management, architects, engineers, general contractor, subcontractors, consultants, vendors, and other project stakeholders.
The project is divided into four major phases and is anticipated to continue for approximately two years within an active outpatient healthcare environment .
Deliverables & Milestones:
- Phase-by-phase project oversight reports (budget, schedule, risk, project status and decision logs) delivered at agreed intervals.
- Represent LuskinOIC’s operational, financial, clinical, and strategic interests while maintaining accountability among architects, contractors, consultants, vendors, and internal stakeholders.
- Identify issues early and drive them through resolution to prevent unnecessary delays or cost impacts.
- Review contractor payment applications, change orders, proposals, estimates, and potential cost impacts.
- Provide comprehensive oversight of the project budget, commitments, forecasts, contingencies, allowances, and expenditures, including monitoring costs against the approved budget and identifying variances or emerging financial risks.
- Review value-engineering and cost-saving opportunities while considering patient care, operations, quality, or long-term facility performance. Provide executive leadership with clear budget reporting recommendations.
- Provide oversight of the master construction schedule, project milestones, and partner deliverables; monitor progress and hold project participants accountable for committed completion dates.
- Identify and proactively address potential delays, scheduling conflicts, long-lead items, and operational impacts, including coordinating construction activities with LuskinOIC leadership and department managers to minimize disruption to patient care and daily operations.
- Participate in project, construction, OAC, design, coordination, and issue-resolution meetings; conduct routine site walks and provide updates on construction progress and emerging issues.
- Serve as the central point of communication between LuskinOIC and the project architects, engineers, construction team, consultants, and vendors; facilitate timely communication and resolution of project matters.
- Review and track RFIs, submittals, change orders, design and owner decisions, and other critical project documentation; ensure appropriate LuskinOIC stakeholders provide timely input and decisions.
- Communicate LuskinOIC’s owner requirements, operational needs, and project priorities to the project team, and maintain organized records of decisions, action items, outstanding issues, and responsible parties.
- Coordinate construction activities within an active outpatient healthcare campus, maintaining a strong focus on patient, employee, visitor, and contractor safety while supporting compliance with applicable healthcare construction, life-safety, infection-control, accessibility, building, and regulatory requirements.
- Coordinate with clinical and operational leaders regarding shutdowns, temporary relocations, access changes, construction barriers, noise, dust, infection-prevention measures, and other construction-related disruptions.
- Oversee project phasing and logistics to minimize disruption to ongoing clinical services and maintain safe, effective campus operations throughout construction.
Areas of Consulting Expertise:
- Budget and financial oversight of construction commitments and expenditures.
- Schedule and construction milestone oversight.
- Architect, general contractor, and consultant coordination.
- Healthcare-specific construction considerations (infection prevention, life safety, accessibility, active clinical operations).
- Change order, RFI, and submittal review.
Four-Phase Project:
The Contractor will provide oversight across four major construction phases involving:
- Advanced Imaging Improvements – including major imaging equipment and associated clinical/support spaces.
- Outpatient Clinic Renovation – modernization and reconfiguration of clinical and operational areas.
- Campus Entryway Improvements – including accessibility and patient/visitor access improvements.
- Rehabilitation and Program Expansion – renovation and expansion of rehabilitation and specialty program spaces.
The Contractor will be responsible for maintaining continuity across all four phases and ensuring individual phase decisions align with the overall project budget, schedule, operational requirements, and long-term organizational goals.
Qualifications:
- Established independent consulting practice or firm with demonstrated experience as an Owner’s Representative on healthcare construction projects,
- Minimum of 7–10 years of progressive construction/project management experience , preferably healthcare-focused,
- Experience managing construction within occupied healthcare environment strongly preferred.
- Bachelor’s degree in Construction Management, Architecture, Engineering, Facilities Management, or a related field preferred.
- Significant experience managing healthcare construction, renovation, or capital improvement projects strongly preferred.
- Own professional liability insurance and business licensure as applicable.
- Strong understanding of project budgets, schedules, contracts, change orders, RFIs, submittals, payment applications, and construction documentation.
- Demonstrated ability to manage architects, general contractors, consultants, vendors, and multiple internal stakeholders.
- Knowledge of healthcare construction requirements, infection prevention during construction, life safety, accessibility, and regulatory compliance preferred.
- Strong written and verbal communication skills with the ability to communicate effectively with executive leadership, clinical leaders, department managers, architects, contractors, and technical professionals.
- Highly organized, proactive, detail-oriented, and capable of managing multiple priorities simultaneously.
- Ability to identify project risks, develop solutions, and escalate critical issues appropriately.
- Proficiency with construction/project management software and Microsoft Office applications.
Ideal Candidate:
The ideal candidate is an experienced healthcare construction professional who understands the importance of representing the owner’s interests , rather than simply administering construction activities. This individual will be comfortable challenging budgets, schedules, change orders, design decisions, and contractor recommendations when necessary while maintaining productive working relationships with all project partners.
The successful candidate will be highly visible and engaged on-site, able to move comfortably between construction meetings, executive discussions, site walks, and conversations with healthcare department managers. They will understand that construction is occurring within an active patient-care environment and will consistently prioritize safety, operational continuity, fiscal responsibility, schedule accountability, and quality .
Position Expectations:
Due to the nature of the project and the need for active coordination of construction activities within an operational healthcare campus, Contractor shall maintain a regular on-site presence as reasonably necessary to perform the Services, including site walks, project meetings, coordination activities, issue resolution, and oversight of project activities. Contractor shall independently determine the manner and means of performing the Services, subject to the project requirements and deliverables established under this SOW.
