RCM Analyst Associate or RCM Analyst

Overview The Federal Reserve Bank of Cleveland is seeking an RCM Analyst to assist in managing and providing high‑level analysis of daily payments activity generated by the Treasury Revenue Collection Management division programs and applications. Responsibilities Assist in managing and providing high‑level analysis of daily payments activity generated by Treasury Revenue Collection Management division programs and applications. Perform accounting, reconciliation, and complex research and exception handling including check adjustments, returns and other financial payment activity related tasks from all eGov Revenue Collection payments programs. Maintain efficient, accurate settlement of transactions collected by Government Agencies presented for payment. Utilize various Digital Wallets, FedACH, and Check21 systems to receive depository financial institutions. Leverage payments knowledge to provide frontline support to customers at government agencies, commercial banks, and Treasury. Provide front‑end customer service for Adjustments Corrections or Recessions (ACR), Pay.gov applications, and CIR and Mobile User Provisioning. Provide insight to the Project Management team to assist in defining requirements for future program enhancements. Monitor acceptance and balancing of origination (forward), return payments, and check adjustment files submitted by multiple source systems, managing the flow and status of transactions within the Debit Gateway application resulting in settlement to the Treasury General Account. Coordinate with Analyst staff to ensure all partner activity settles as expected. Review payment exceptions generated on incoming payments due to anomalies such as missing or incomplete financial account data, potential duplicate presentment issues, and other daily payment exceptions. Act as Central Business Administrative Function for the Direct Voucher System, Treasury Cash Management System, and Treasury Check Information System, ensuring users receive basic support on accounting voucher and application issues. Self‑manage daily payments activity and follow procedures under minimal supervision to ensure accurate settlement of Government collection payments and timely money movement within Fiscal Service. Ensure technical resources are handed off for resolution of application‑related problems. Act as front‑end customer service with source systems (commercial bank, government agency, etc.) on any payment issues, ensuring same‑day resolution of payment file issues. Develop in‑depth knowledge of payments industry and best practices, including NACHA and regulatory check processing guidelines. Participate in user acceptance testing, disaster recovery exercises, treasury services application testing, software release deployments, and other off‑hour activities. Possess basic knowledge of creating, modifying, and deleting configuration endpoints for external agencies and users across several Treasury applications. Perform other duties as assigned or requested. Qualifications RCM Analyst : Bachelor’s degree and 3 years of related experience or Associate’s degree and 5 years of related experience; AAP or NCP designation preferred. RCM Analyst Associate : Bachelor’s degree and no prior related experience, or Associate’s degree and 3 years of related experience, or High school diploma/GED and 5 years of related experience. Skills Intermediate communication skills (verbal and written) and listening. Analytical technical ability to perform complex, one‑time tasks with guidance. Capability to identify and recommend continuous improvement opportunities within the team. Ability to work as an individual contributor on related projects with guidance. Understanding of internet and computer technology. Ability to train Electronic Payment Processors in at least one Operations Business Line. Proficiency in Microsoft Office Suite. Education and Experience RCM Analyst: Bachelor’s degree and 3 years of experience, or Associate’s degree and 5 years of experience; preferred AAP or NCP designation. RCM Analyst Associate: Bachelor’s degree with no prior experience, or Associate’s degree with 3 years of experience, or High school diploma/GED with 5 years of experience. Salary and Benefits Starting salary for the RCM Analyst Associate ranges from $50,000 to $66,700 annually, and for the RCM Analyst from $59,600 to $82,000 annually.
