Program Supervisor

Overview Coordinated Care Agency offers comprehensive services, enhanced shelter, and housing for people experiencing poverty and homelessness. Our services include permanent supportive housing, enhanced shelter, rapid re‑housing, tenant-based voucher programs, outreach and engagement services, day centers, and health services. Our programs serve highly vulnerable individuals who may have significant needs, including severe physical disabilities, chronic or acute mental illness, active chemical dependency, and experiences of trauma. We focus on helping participants obtain or maintain permanent housing through consistent, supportive case management. The Program Supervisor is responsible for ensuring that a minimum of two Engagement Specialists are on‑site at all times. When this staffing requirement cannot be met, the Program Supervisor must arrange for a qualified staff member to provide coverage and maintain program operations. The Program Supervisor is also responsible for hiring and training new staff members. In addition, this role provides direct support and services to residents, helping advance the program's goal of rapidly transitioning participants into permanent housing. The Program Supervisor fosters a collaborative, supportive, and team‑oriented work environment while ensuring the delivery of high‑quality services and effective shelter operations. Coordinate with other social service agency workers (case managers, social workers, medical professionals) to provide for clients’ immediate needs. Model interpersonal and living skills for clients. Maintain a safe and comfortable enhanced shelter environment, including removal of garbage from individual units when necessary, routine garbage removal from the common areas (including upper-level hallways), and other janitorial assistance as assigned. Assist janitorial and maintenance staff on turning units. Work as a team with other colleagues on shift and be able to work independently without direct supervision. Client intake, assessment, and advocacy Register new clients, including evaluation and assessment of client needs. Review and record notes and information in databases and help ensure program consistency. Maintain client records, updating information on an ongoing basis. Explain and enforce policies and procedures. Maintain accurate client count throughout shifts. Complete frequent scheduled floor checks throughout shifts. Engage outside professionals (Mental Health Professionals, Medics, Police) when appropriate. Concierge duties Manage front desk and building security, including welcoming clients, visitors and donors, monitoring security cameras and lobby, enforcing building and program rules, and sanitizing client belongings. Perform a routine walkthrough of the entire building to engage with clients and ensure safety. Process messages and maintain accurate client tracking records, including the bar list. Answer phones and provide information to callers about the Bridge Shelter program. Assist outside vendor with serving meals that are prepared off-site and delivered to the building. Assist participants as they move into or out of the building as needed. Supervision of volunteers Supervise volunteers on shift. Work with off‑site volunteers providing advice and support as needed. Administrative and General Responsibilities Attend staff meetings, workshops, retreats, and in‑service classes as provided. Maintain accurate record of hours worked and turn in timesheets on schedule. Contribute to and support a positive, team‑oriented work environment; participate with other staff members in group decision‑making process. Assist with client and program laundry as needed Maintain cleanliness and order at the front desk and lobby area. Inform supervisors of facilities and client‑related issues. Perform other job‑related duties as assigned. Job Conditions: This position requires the employee to work in an environment where there may be exposure to illicit drug residues and fumes, bloodborne pathogens or other bio‑hazardous materials in the course of doing business.Other exposures could include cleaning supplies, chemicals involved in pest control,paintand other materials used in building maintenance, building temperature fluctuations, dust, noise, pests, and odors.Other working conditions may include interruptions, working alone, evening or weekend work, responding toemergenciesand working on‑call. This position also requires the employee to work with clients who may have untreated or poorly treated substance use and mental health disorders.These clients maydemonstratechallenging behaviors that require staff support for de‑escalation or redirection. Work takes place at theagencywork location for the duration of the scheduled shift wherelong periodsof sitting, working on a computer, walking to various work areas, going up and down stairs, and standing arerequired. Mental Requirements: The cognitive skills needed to complete tasks, including abilities such as learning, remembering, focusing, categorizing, and integrating information for decision making, problem‑solving, and comprehending. Qualifications One year of experience working with people experiencing homelessness. Experience or knowledge of mental illness and addictions. Knowledge and experience with crisis intervention. Commitment to the harm reduction program model. Ability to work within the mission, goals, and objectives of Catholic Housing Services/Catholic Community Services. Ability to commit to developing and safekeeping a workplace that values and supports a culturally diverse work environment. Must have a reliable phone or voice mail service at all times in which to be reached. Ability to contribute to a work environment that fosters respect, teamwork, and excellence. Preferred Qualifications: College level classes toward degree in Social Service. Previous work experience in programs that work with high needs participants. CPR/First Aid training.
