Introduction



The Department of Health Services (DHS), Division of Medicaid Services (DMS) is filling multiple Income Maintenance Trainer (Staff Development Program Specialist-Senior) positions at Milwaukee Enrollment Services (MilES). MilES serves residents of Milwaukee County to determine eligibility for Medicaid, BadgerCare Plus, FoodShare, and other income maintenance assistance programs.

These position will report to the office at 6055 N. 64 th St. on a scheduled rotation. The schedule may vary based on operational needs.

Position Summary



As an Income Maintenance Trainer you will develop, implement, and evaluate efficient and effective Income Maintenance training programs for new staff and refresher programs for experienced staff.

These positions are also instrumental in creating, editing, and publishing professional training documents and videos in areas such as New Worker Training, Client Registration, BadgerCare Plus, FoodShare, EBD Medicaid, Caretaker Supplement, and Ongoing Case Maintenance. Training is developed for distance and in-person delivery.

This position requires: experience interpreting and applying income maintenance policies; experience building and maintaining effective working relationships; exceptional communication skills.

Salary Information



The starting salary is between $36.40 and $39.50 per hour (approximately between $75,700 and $82,100 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Staff Development Program Specialist - Senior and is in pay schedule and range 81/03.

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications



Minimally qualified applicants will have both of the following:

  • Experience working with income maintenance programs such as Medicaid, FoodShare, BadgerCare Plus, Caretaker Supplement, Long Term Care, or other public assistance programs.
  • Experience developing, facilitating, and evaluating trainings.

Well-qualified applicants will also have one or more of the following:

  • Experience providing group training in a professional setting in person and within a virtual platform such as Zoom, Skype for Business, Microsoft Teams, etc.
  • Experience applying adult learning theories and principals.
  • Experience developing, facilitating, and evaluating trainings related to income maintenance.
