Cleared On Site Mid-Level Business Analyst (5355)

SMX is seeking a highly motivated Business Analyst – Mid to support a mission-critical federal program in Washington, DC. This individual will work directly with government stakeholders, mission users, product owners, and technical teams to capture, analyze, and document business requirements that support enterprise modernization, mission operations, and technology transformation initiatives. The selected candidate will serve as a key liaison between business and technical stakeholders, ensuring mission needs are accurately translated into actionable requirements and delivered solutions. This role requires strong analytical, communication, and problem-solving skills, as well as experience supporting Agile development teams, business process improvement efforts, and complex federal IT environments. This position will be on site in Washington DC and requires an active Top-Secret SCI clearance. Essential Duties & Responsibilities:Lead requirements gathering, analysis, and documentation activities with government stakeholders and mission usersFacilitate stakeholder meetings, workshops, interviews, and working sessions to identify and prioritize business needsDevelop and maintain business requirements documents, user stories, acceptance criteria, workflow diagrams, process maps, and concepts of operation (CONOPS)Support Product Owners and development teams in backlog creation, refinement, prioritization, and sprint planning activitiesAnalyze current business processes and identify opportunities for operational improvements, automation, and increased efficiencyTranslate business needs into functional and non-functional system requirements for technical implementation teamsEnsure user perspectives and mission requirements are accurately represented throughout the system development lifecycleSupport user acceptance testing (UAT), validation activities, and requirements traceability effortsDevelop executive briefings, status reports, recommendations, and decision-support materials for government leadershipCollaborate with developers, engineers, architects, testers, and program leadership to ensure successful solution deliveryDocument business rules, workflows, dependencies, assumptions, risks, and operational impacts associated with proposed solutionsSupport change management, user adoption, and process improvement initiatives across the programRequired Skills & Experience Active TS/SCI clearance requiredMinimum of 5 years of professional experience supporting business analysis, requirements management, systems implementation, or process improvement initiativesExperience gathering, documenting, and managing business and functional requirements within a federal government environmentExperience developing user stories, acceptance criteria, process flows, workflow diagrams, and business requirements documentationExperience supporting Agile software development methodologies and cross-functional delivery teamsAbility to analyze, interpret, and decompose complex business problems into actionable requirementsStrong analytical and quantitative problem-solving skillsExperience facilitating stakeholder meetings, requirements workshops, and business process discussionsStrong written and verbal communication skills with the ability to engage both technical and non-technical audiencesExperience utilizing collaboration and project management tools such as Jira, Confluence, Azure DevOps, or similar platformsAbility to manage multiple priorities and work independently in a dynamic mission environment Desired Skills & Experience Bachelor’s degree in Business Administration, Information Systems, Data Analytics, Management, Engineering, or a related fieldExperience supporting federal law enforcement, intelligence community, homeland security, or national security programsExperience supporting enterprise modernization, digital transformation, or business process reengineering initiativesFamiliarity with data analytics, reporting environments, and data governance principlesExperience supporting cloud-based applications and enterprise technology platformsKnowledge of SAFe Agile, Scrum, or other Agile frameworksCertified Business Analysis Professional (CBAP), PMI-PBA, SAFe, Scrum, or related certification preferredExperience supporting requirements traceability, testing, and implementationApplication Deadline: 9-4-2026# LI-SA1The SMX salary determination process takes into account a number of factors, including but not limited to, geographic location, Federal Government contract labor categories, relevant prior work experience, specific skills, education and certifications.
