Business ManagerThe Virginia Opioid Abatement Authority (OAA) is seeking a highly organized, customer-focused, and detail-oriented professional to serve as its Business Manager. This position plays a vital role in supporting the Authority's mission to abate and remediate the opioid epidemic in the Commonwealth by ensuring efficient fiscal, administrative, and operational management.The Business Manager serves as a key member of the OAA team and is responsible for managing the day-to-day administrative and financial operations of the Authority. This position serves as the primary liaison between the OAA and its fiscal agent to ensure the accurate and timely processing of financial transactions and human resources activities. The Business Manager supports OAA staff, leadership, and the Board of Directors by coordinating fiscal operations, procurement activities, travel and reimbursement processes, records management, office administration, and meeting logistics.The successful candidate will thrive in a dynamic environment, exercise sound judgment, and maintain a strong commitment to customer service, accountability, and continuous improvement. This is a full-time position (40 hours per week). Other financial, credit, driving, or other background checks prior to employment may be required for certain positions.Minimum Qualifications• Combination of education, training, and experience in public administration, business administration, accounting, procurement, public health, or a related field.• Experience performing fiscal, bookkeeping, accounting, human resources, and procurement for the Commonwealth of Virginia through the:Commonwealth of Virginia's Prompt Pay ActCommonwealth of Virginia's Small Purchase Charge Card ProgramCommonwealth of Virginia's Cardinal Financial and Human Capital Management SystemsCommonwealth of Virginia's Employee Travel Expense Reimbursement Voucher• Considerable knowledge of Virginia state accounting policies, procedures, systems, procurement requirements, and accounts payable functions.• Working knowledge of Governmental Generally Accepted Accounting Principles (GAAP).• Demonstrated ability to work independently, prioritize assignments, and manage multiple responsibilities while meeting deadlines.• Ability to analyze financial and administrative issues and develop practical solutions and recommendations.• Strong attention to detail and ability to review, classify, reconcile, and verify financial transactions.• Excellent customer service, interpersonal, and organizational skills.• Strong written, verbal, and public communication skills.• Proficiency with Microsoft Office applications, including Teams, Outlook, Word, Excel, PowerPoint, and SharePoint, as well as Zoom and Adobe Acrobat.• Valid Virginia driver's license.• Ability to travel occasionally throughout the Commonwealth, including overnight travel when needed for workshops, conferences, Board meetings, and OAA events.• Ability to lift up to 50lbs on an occasional basis to move and transport items as well as setting up meeting/event spaces.Additional Considerations• Bachelor's Degree or higher from an accredited college or university in a related field (public administration, business administration, accounting, procurement, public health, etc.), or equivalent applicable experience and training.• Experience monitoring business processes performed by external vendors, fiscal agents, or shared-service organizations.• Experience supporting executive leadership, boards, commissions, or other governing bodies is preferred.• Experience working with grant programs.• Experience working with programs for substance use disorder and/or co-occurring mental health conditions.Special InstructionsYou will be provided a confirmation of receipt when your application and/or résumé is submitted successfully.
