Compliance Investigator

Primary Purpose of Organizational Unit The University Compliance Office (UCO) provides the University with a full range of Human Resources, Equal Opportunity, and Title IX programs and services to support the University’s teaching, research, and public service mission. The department develops and implements strategies and initiatives that strengthen and support the University’s workforce. UCO is UNC‑Chapel Hill’s designated, central office for addressing issues related to discrimination and harassment based on any protected status, including sexual assault, sexual violence, interpersonal violence, stalking, retaliation, and other related misconduct. UCO addresses matters related to compliance with relevant education and employment laws and regulations, including Title IX of the Education Amendments of 1972, Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, and other related laws. UCO’s compliance efforts include creating, implementing, and enforcing University policies that promote an equitable, inclusive, and welcoming campus community; providing accommodations for students and employees based on protected status; handling matters related to equal employment opportunities; and providing educational programs and consulting services in these areas across campus. Position Summary The Compliance Investigator investigates complaints of violations of University policies, including the Policy on Prohibited Discrimination, Harassment, and Related Misconduct; the Policy on Prohibited Sexual Harassment Under Title IX; the Workplace Violence Policy; the Nepotism and Improper Relationships Policy; the Alcohol Policy; Whistleblower Policy; and other policies as directed. The investigator also examines complaints of retaliation and other types of misconduct, as directed, and investigates potential policy violations made by and against students, faculty, and staff. The investigator is responsible for conducting prompt, thorough, and objective investigations of complaints. The investigator identifies and applies the appropriate policies and procedures for each matter and ensures investigations are conducted in a manner consistent with applicable state and federal law, including Title VI, Title VII, Title IX, the Americans with Disabilities Act, and other applicable law. Primary responsibilities include managing the daily tasks associated with conducting investigations of complaints, in close collaboration with office leadership. Key tasks: identifying and interviewing witnesses; gathering and securing relevant documentation; identifying additional information that would be helpful in bringing the matter to resolution; acting as an impartial party; providing a detailed written report summarizing findings and, where appropriate, making conclusions about policy violations; developing investigative plans for complaints and incident reports; contacting all involved parties; keeping accurate and thorough investigative files and reports; providing ongoing updates to office leadership; presenting the investigative record and/or determination in hearings or grievance proceedings; and continuously implementing best practices in investigations. Minimum Education and Experience Requirements Relevant post‑baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent educational or instructional activities associated with the delivery and/or management of student support functions, a relevant bachelor’s degree (or foreign degree equivalent) and at least one year of relevant experience may be substituted. Required Qualifications, Competencies, and Experience A post‑baccalaureate degree in a related discipline is required. A minimum of three years of progressively responsible experience in conducting investigations in relevant areas (including, but not limited to, human resources, student conduct, or employment/Title IX) or equivalent experience is required. Demonstrated knowledge of and the ability to interpret multiple policies and procedures, federal and state law, equal opportunity and non‑discrimination laws and regulations, and extensive experience producing analytical writing. The successful candidate must have strong organizational, planning, analytical, and problem‑solving abilities; demonstrated ability to communicate effectively both orally and in writing; excellent interpersonal skills; and the ability to handle confidential and sensitive situations with diplomacy and objectivity. Ability to work effectively with individuals at all levels within the organization and collaboratively with other University offices such as Office of University Counsel, Office of Human Resources, and the Office of the Dean of Students. Preferred Qualifications, Competencies, and Experience A Juris Doctorate from an accredited law school is strongly preferred. Campus Security Authority Responsibilities This position is designated as a Campus Security Authority in accordance with the Clery Act. The position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
