Employment Status: Full Time (Non-Union) FLSA Status: Non-exempt Pay Range: $44,387.00 – 70,070.00 Scope of Work The non-firefighter position of Civilian Paramedic responds to medical incidents and provides Advanced Life Support (ALS) and medical transportation services to patients. Civilian Paramedics are responsible for providing advanced Emergency Medical Services (EMS) patient care both on-scene and en route to the hospital, which involves using mobile computers, electronic patient care reporting (ePCR) software, and mobile/portable radios; interacting with patients and performing physical examinations; communicating their examination findings to the hospitals; setting up, operating/administering, and monitoring medical equipment, including cardiac monitors, intravenous solutions (IVs), and defibrillators; performing medication administration, cardiopulmonary resuscitation (CPR), endotracheal intubation, and other advanced airway procedures; applying splints, backboards, cervical collars, and other stabilizing measures; completing patient care reporting and transportation documentation; inventorying, requesting, and stocking drugs and EMS supplies and equipment; and participating in EMS related programs and training, as well as other department activities. Supervision Received Requirements of Work Valid driver’s license Principles, practices and procedures of modern emergency medical services/procedures. Knowledge of Department and Village policies, orders, rules, regulations, communications, and operational procedures. Knowledge of applicable local, state and federal laws and regulations. Knowledge of operation and maintenance EMS apparatus and equipment. Knowledge of NIMS and incident command. Knowledge of infectious disease control procedures Ability to read electronic and incident maps and follow map directions. Ability to work effectively in difficult and hazardous emergency situations and environments and carry out work assignments as instructed. Ability to safely and properly transport patients during ambulance transportation. Ability to follow oral and written instructions. Ability to communicate effectively with the public and fellow employees. Ability to express ideas clearly, and concisely, both orally and in writing Ability to meet physical requirements as may be established by Department policy. Ability to perform complex tasks during life-threatening emergencies. Ability to rely on senses of sight, hearing, smells, and touch to help determine the nature of the emergency, maintain personal safety, and make critical decisions in a confused, chaotic, and potentially life threatening environment throughout the duration of the incident. Ability to react quickly and calmly in emergencies. Ability to establish and maintain effective working relationships with other Village employees, subordinates, representatives of cooperating agencies, and citizens. Essential Duties and Responsibilities Shall assist the Fire Chief in directing the fire department and ensure that personnel and equipment are properly inventoried and effectively utilized, the station is properly staffed and maintained, and that personnel are operationally ready. Operate department owned ambulances and other department vehicles as directed, including driving to and from emergencies, training and other department functions. Respond to an emergency efficiently and promptly. Listening skills to understand the patient’s extent of illness or injury. Interpersonal skills to work in teams and coordinate with others to handle stressful situations. Administering basic and advanced life support to patients at the scene, en route to the hospital, and in a pre-hospital setting, in accordance with federal, state, and local laws, regulations, and standards, and in accordance with Department policies and guidelines. Assessing the nature and extent of injury or illness to establish and prioritize medical procedures to be followed. Effectively communicating with professional medical personnel and treatment facilities to obtain instructions regarding further treatment and/or to arrange reception of patients to the appropriate center. Maintaining order at scenes, including crowd disbursement and restraint of family and friends. Completing patient care forms, insurance forms, evaluation forms, and all other forms in a competent and timely fashion. Maintains and restocks inventory of ambulance and station EMS supplies. Performs pre-trip and preventative maintenance inspections on assigned apparatus. Participates in overseeing operational readiness and cleanliness of apparatus, equipment and facilities. Follows all Federal, State, County, Local, and District laws, regulations, protocols, and policies including the Health Insurance Portability and Accountability Act (HIPAA). Adhere to and follow all Policies and Procedures concerning safety and contamination by bloodborne pathogens. Cleans and decontaminates equipment including but not limited to, ambulances and EMS equipment. Participate in continuing education and training as provided by the Department and/or CDHEMSS. Educate and /or train department personnel, EMS trainees and the public on, but not limited to, CPR, first aid and AED. Ability to work in varying levels of emergency incidents such as fire scenes, car accidents, technical rescue incidents, hazardous materials incidents, water rescues, etc. Other duties as assigned. Qualifications Education: High School Diploma or Equivalent. Necessary Special Requirements Valid driver’s license, ability to pass a drug screen, physical and background check. The employee is required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl; and smell. The noise level in the work environment is usually moderate, except during emergency situations when noise levels may be loud. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work for long periods of time, requiring sustained physical activity and intense concentration The employee may be exposed to severe weather while performing tasks. Occasionally, the employee is required to perform the duties of the job in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes and/or airborne particles, toxic and/or caustic chemicals, extreme cold, extreme heat, and vibration. Perform a variety of tasks on slippery, hazardous surfaces such as on roadways. The employee could be exposed to blood and/or other potentially infectious materials during the course of their duties. The employee must be able to perform the essential functions of a paramedic at all times. Face exposure to infectious agents such as but not limited to COVID-19, Hepatitis B or HIV. Wear designated personal protective equipment while performing essential functions. Exposed to grotesque sights and smells associated with major trauma and burn victims. Make rapid transitions from rest to near maximal exertion without warm-up periods The employee will typically be scheduled to work a 24/48 work schedule, but work schedule may be modified.
