Responsibilities include personnel management, regulatory compliance, quality improvement, accreditation readiness, policy and procedure development, competency management, budget oversight, program evaluation, and interdisciplinary collaboration. Provides oversight and coordination of outpatient clinical and ancillary services to promote safe, efficient, and integrated patient care. Provides advanced clinical assessment and management within the authorized scope of practice, including patient evaluation, diagnosis, and treatment planning, ordering and interpreting diagnostic studies, prescribing and managing medications and immunizations, initiating referrals, monitoring treatment response, and providing follow-up care. Serves as the facility lead for infection prevention, employee health, communicable disease surveillance, outbreak response, occupational health services, immunization programs, pharmacy coordination, public health activities, and Hansen’s Disease services. Oversees program development, implementation, monitoring, and performance improvement to support compliance with applicable regulatory and accreditation requirements. Collaborates with executive leadership, medical staff, nursing, pharmacy, ancillary departments, public health agencies, regulatory organizations, and community partners to promote patient safety, infection prevention, continuity of care, employee wellness, and operational effectiveness. May provide direct patient care, clinical consultation, and on‑call coverage as operationally necessary. Works under minimal supervision with considerable latitude for independent judgment in clinical operations, regulatory compliance, risk mitigation, emergency preparedness, and public health interventions. Essential Job Functions (EJFs) Attendance & Work Schedule: Maintains consistent attendance and adheres to assigned schedules, including rotating shifts, extended hours, and overtime as needed, in compliance with agency leave policies. Infection Prevention, Occupational Health & Regulatory Compliance — 30% Provides leadership and oversight for the facility's Infection Prevention and Control and Occupational/Employee Health programs. Directs infection surveillance, prevention, and control activities, occupational exposure management, employee health requirements, communicable disease response, outbreak investigation, immunization programs, and staff education. Ensures compliance with applicable CMS requirements, CDC guidance, OSHA regulations, and federal, state, and local laws. Coordinates regulatory readiness, audits, reporting, corrective actions, and continuous compliance activities. Provides clinical assessment, treatment planning, medication and immunization management, diagnostic ordering, pharmacy coordination, and follow‑up within authorized scope. Outpatient Clinic, Hansen’s Disease & Ancillary Services Oversight —25% Provides administrative and operational oversight of the Outpatient Clinic, Hansen’s Disease Program, and associated ancillary and clinical support services, including Employee Health, Immunization Services, Radiology Support Services, laboratory specimen processing, Pharmacy, and other outpatient services. Coordinates patient care, clinical operations, referrals, care planning, public health activities, and interdisciplinary services. Monitors service delivery, patient safety, access to care, and continuity of care. Provides clinical evaluation, diagnosis, treatment management, prescribing, medication management, diagnostic testing, referrals, and continuity of care within the authorized scope. May provide direct patient care and function as Patient Care Coordinator/Charge Nurse when operationally necessary. Staff Leadership, Competency, Workforce Management & On‑Call Coverage — 20% Supervises and coordinates staff operations, including call‑out support, scheduling, hiring, orientation, training, competency management, performance evaluation, coaching, and appropriate staffing coverage. Provides ongoing performance feedback, resolves conflicts, and supports staff development and accountability. Provides on‑call coverage for emergencies, staffing needs, and operational issues. Makes critical decisions regarding resource allocation and participates in rotating on‑call schedules supporting multiple departments. Provides clinical consultation, supports treatment and medication decisions. Maybe required to work weekends, alternate shifts, extended hours, or provide additional on‑call coverage as needed to support patient care staffing and operational needs. Quality Improvement, Policy & Program Development — 10% Develops, implements, evaluates, and improves clinical and operational programs, policies, procedures, workflows, and performance improvement initiatives. Monitors quality indicators, analyzes data and trends, prepares reports, conducts audits, and develops corrective or improvement actions when indicated. Collaborates with leadership and interdisciplinary teams to improve patient outcomes, operational effectiveness, documentation, safety, and regulatory compliance. Monitors outcomes, conducts audits, analyzes trends, and implements corrective actions. Public Health, Community & Interdisciplinary Coordination — 10% Coordinates and collaborates with medical staff, nursing, ancillary departments, state and local health departments, public health agencies, regulatory organizations, and community partners. Supports communicable disease surveillance, public health interventions, community outreach, education, emergency preparedness, and continuity of operations. Serves as a subject matter resource for infection prevention, occupational health, communicable diseases, immunizations, outpatient clinical services, and public health nursing programs. Other Duties as Assigned — 5% Other duties as assigned include but are not limited to actively participating and/or supporting to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Ability to wear and be medically cleared for respiratory protection equipment, including N95 respirators and PAPRs, in accordance with OSHA and facility requirements. Ability to serve as the facility subject matter expert for outpatient nursing services, infection prevention and control, occupational health, Hansen’s Disease services, and related public health programs while supporting the mission and strategic goals of the Texas Center for Infectious Disease. Registrations, Licensure Requirements Or Certifications Must be licensed as a Registered Nurse (RN) in the State of Texas or possess a multistate license recognized through the Nurse Licensure Compact, and must hold current Texas authorization as an Advanced Practice Registered Nurse (APRN) with prescriptive authority appropriate to the population served. Valid Texas driver’s license in good standing or the ability to obtain one in accordance with agency requirements. Current Basic Life Support (BLS) certification. Initial Screening Criteria Master’s degree in nursing from an accredited program with advanced practice preparation as a Nurse Practitioner required. Family Nurse Practitioner (FNP), Adult‑Gerontology Nurse Practitioner, or other population focus appropriate to outpatient, infectious disease, occupational health, and adult clinical care. Experience in ambulatory care, public health, infection prevention, occupational health, communicable disease management, advanced clinical practice, or program management. PREFERRED Certification in Infection Prevention and Control (CIC) through CBIC or completion of applicable APIC infection prevention and control training. PREFERRED Minimum of three (3) years of progressively responsible nursing management or leadership experience required.
