Position Summary

Senior Manager - Data Engineering and Data Governance leads the university's enterprise data engineering function and its institutional data governance program. This role is responsible for the architecture, development, and support of the university's Operational Data Store (ODS), Enterprise Data Warehouse (EDW), Data Lake environments, and data integration pipelines connecting the university's Student Information System (SIS), Learning Management System (LMS), Enterprise Resource Planning (ERP), and Customer Relationship Management (CRM) platforms. The role also directs data governance strategy, policy, and stewardship activities in alignment with the University's mission and with Texas state requirements, including the Texas Department of Information Resources (DIR) and the Texas Data Management Framework. This position serves as the institution's data management officer, partnering closely with functional data owners across various data domains.

This position requires deep technical expertise in enterprise data platforms and integration technologies, strong leadership and team management skills, and demonstrated experience operating within Texas public higher education data governance requirements.

Essential Duties and Responsibilities

Data Engineering & Architecture

Design, build, and maintain scalable data integration pipelines and data models supporting the ODS, EDW, and Data Lake. Lead development and support of ETL/ELT processes using tools such as SSIS, Oracle Integration Cloud (OIC), or SnapLogic. Ensure integration architecture supports both batch and real-time/near-real-time data needs across the institution. Oversee database development and performance tuning using PL/SQL and/or T-SQL across Oracle and SQL Server platforms. Establish and enforce data architecture standards, integration patterns, and best practices for data quality, lineage, and metadata management. Evaluate and recommend emerging data platform technologies to support institutional analytics and reporting needs. Oversee capacity planning, performance tuning, and disaster recovery / business continuity planning for enterprise data systems.

Data Governance

Serve as the institution's data management officer, leading the development, implementation, and continuous improvement of the university's data governance program. Establish and chair data governance committees/councils, coordinating data stewards and data trustees across academic and administrative units. Develop and maintain institutional data policies, standards, definitions, and classification schemes in alignment with the Texas Data Management Framework and Texas DIR requirements. Ensure institutional compliance with applicable state and federal data-related mandates, including data security, privacy, and records retention requirements. Lead data quality initiatives, master data management efforts, and data stewardship training across the institution.

Domain & Cross-Functional Collaboration

Partner with functional offices to integrate and govern data across SIS, LMS, ERP, and CRM systems. Collaborate with Institutional Research, Enrollment Management, Finance, HR, and other departments to ensure data supports accurate reporting, compliance, and decision-making. Serve as a liaison to Texas DIR and other state agencies on data governance, reporting, and compliance matters as required.

Leadership & Management

Recruit, supervise, mentor, and develop a team of data engineers, integration developers, and data analysts. Manage project priorities, timelines, and resource allocation for data engineering and governance initiatives. Develop and manage budgets, vendor relationships, and contracts related to data platforms and tools. Prepare and present reports, dashboards, and recommendations to senior leadership on data infrastructure health and governance maturity.

Required Qualifications

Bachelor's degree in Computer Science, Data Science, Information Systems or a related field. Minimum of 10 years of progressively responsible experience in data engineering and data governance or equivalent. Demonstrated supervisory/management experience leading and managing technical teams. Demonstrated experience building and supporting enterprise data systems such as Operational Data Stores, Enterprise Data Warehouses, and Data Lakes using Microsoft, Oracle, Snowflake, Amazon or other data platforms. Demonstrated experience building and supporting application integrations and/or data integrations. Demonstrated experience building and supporting BI solutions, reports and dashboards.

Preferred Qualifications

Direct experience serving as a data management officer at a public university in Texas. Working knowledge of Texas DIR requirements, Texas Data Management Framework and Texas Administrative Code (TAC) 202. Experience with specific higher education platforms (e.g., Ellucian Banner/Colleague, PeopleSoft/Oracle Campus Solutions, Workday, Salesforce, Canvas, Oracle ERP cloud). Certifications such as DAMA CDMP (Certified Data Management Professional), Microsoft Certified: Azure Data Engineer, or Oracle certifications. Experience with cloud data platforms (Azure, AWS, or Snowflake) in a higher education or public sector setting. Experience with data privacy and compliance frameworks (FERPA, HIPAA, state public information law, etc.).

Knowledge, Skills & Abilities

Deep understanding of data warehousing architecture. Strong grasp of data governance frameworks, data stewardship models, and metadata/master data management practices. Hands-on experience with ETL/integration tools such as SSIS, Azure Data Factory (ADF), Oracle Integration Cloud (OIC), or SnapLogic. Strong proficiency in PL/SQL and/or T-SQL, with experience administering or developing on Oracle and/or SQL Server databases. Experience with BI/reporting tools (Power BI, Oracle BI Publisher, Oracle Analytics, etc.). Proven experience in data management and data governance program development and execution. Experience working with data from SIS, LMS, ERP, and CRM systems in a higher education environment. Excellent communication skills, with the ability to translate technical concepts for non technical stakeholders and senior leadership. Ability to manage competing priorities across multiple large-scale data initiatives simultaneously. Strong analytical, problem-solving, and project management skills. Ability to build consensus and collaborate effectively across diverse academic and administrative stakeholders.
