Behavioral Health Responder - Clinical Manager Job No: 498813 | Work Type: Staff Full-Time | Location: Denver, CO | Categories: Campus Safety, Business Operations / Services Job Overview The Department of Campus Safety's Manager of the Community Behavioral Health Responder Program leads the development, implementation, and ongoing management of a co‑responder model designed to support the health and safety of the University of Denver community, its affiliates, and surrounding community members. This position provides direct mental health and crisis response services while shaping the program's vision, operational framework, and clinical standards. Position Summary The Program Manager is responsible for establishing and refining program policies, procedures, and best practices, ensuring alignment with campus safety priorities and behavioral health standards. Working under the guidance of the Chief of Campus Safety, this role provides strategic direction, oversees program operations, and serves as the primary clinical authority for the co‑responder program. In addition to leadership responsibilities, the Program Manager functions as a specialized clinician, serving as the mental health consultant and liaison for Campus Safety—both internally and with university and community partners. The Manager supports coordinated responses to behavioral health incidents and helps guide decision‑making in complex or high‑risk situations. This role maintains an active field response component. The Program Manager will respond to mental‑health related calls—including in the absence of other clinicians—to conduct behavioral health screenings, risk assessments, crisis intervention, safety planning, and facilitate follow‑up care coordination. Responses may occur alongside Campus Safety Officers in a co‑responder capacity or through phone‑based consultation via the Campus Safety Communications Center. The majority of service delivery occurs in dynamic, field‑based environments rather than a traditional office setting. The Program Manager regularly engages across campus locations—including residence halls, academic buildings, athletic facilities, and surrounding community spaces—providing real‑time crisis support and behavioral health expertise where it is most needed. Essential Functions Develop standard operating procedures for the behavioral health response program. Develop key relationships and partnerships across the University of Denver campus. Coordinate appropriate staffing for program operations. Regularly evaluate program operations and provide recommendations for strategic planning. Provide direct supervision to all clinical staff and clinical student interns. Maintain accurate and timely confidential documentation. Provide in‑person and/or telehealth crisis outreach, crisis de‑escalation, clinical risk assessment, and level of care assessments when indicated to DU community, its affiliates and local community members. Provide follow‑up outreach and resources to individuals who received contact from the Behavioral Health Response program. Serve on the DU CARE team and provide consultation on individuals of concern. Facilitate critical incident debriefs for Department of Campus Safety staff or other DU divisions upon request. Provide formal trainings to the Department of Campus Safety and the DU community on de‑escalation, crisis intervention and other relevant behavioral health topics. Coordinate with victim advocates from law enforcement agencies as necessary. Develop effective relationships with external community mental health co‑responders to increase collaboration and partnership with neighboring law enforcement agencies. Consult on campus wide messaging in conjunction with DU Campus Safety and DU as subject matter expert in mental health matters for stakeholders. Attend training classes as directed. Knowledge, Skills, and Abilities Engage with the University's students, staff, and faculty on personal and public safety topics. Partner with staff and faculty to establish and nurture relationships with university/community groups and local organizations. Coordinate with the Campus Safety Advisory Board. Exercise sound judgment to address and resolve minor to moderate conflicts or issues when they occur. Attend weekly meetings, maintain awareness of other university departments, community health providers, services, hospitals, and other resources. Engage in training of DU Campus Safety officers or other department personnel in areas related to mental health as needed. Report to Chief of Campus Safety. Required Qualifications Independent clinical licensure in the state of Colorado (LCSW, LPC, LMFT, or Licensed Psychologist). Master's in counseling, psychology, social work or other related fields from accredited program. Experience supervising a team. Experience in crisis intervention and suicide prevention. Knowledge of HIPAA compliance, 42 CFR Part 2, relevant behavioral health statutes, and rules and regulations relative to confidentiality. Must have a valid driver's license. Must be able to work long periods of time in variable inside and outside conditions. Must be willing to work as needed, including nights, weekends or holidays. Must be able to make impactful, independent decisions without direct supervisory oversight. Must be able to complete and maintain P1 Aid, CPR, Narcan and tourniquet training and professional certifications in personal defense required of CAPS clinicians. Preferred Qualifications Licensed Addictions Counselor (LAC). Approved Clinical Supervisor (ACS). Experience leading a campus-based co‑responder program. Experience in grant‑writing. Experience in data analytics and program evaluation. Working Environment Standard office environment. Unexpected interruptions occur often and stress level is moderate to high. Noise level is quiet to moderate. Physical Activities Ability to work in front of a computer for extended periods of time. Occasionally required to move about the office/campus.
