ABOUT SGVCOG The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. As a joint powers authority, the SGVCOG represents 31 incorporated cities and unincorporated communities within Los Angeles County Supervisorial Districts 1 and 5. This position is part of the Government and Community Relations Department and supports public outreach, legislative initiatives, and intergovernmental coordination. THE POSITION The SGVCOG is seeking a dynamic and detail-oriented Government Relations Analyst to support legislative advocacy, policy analysis, and community outreach and stakeholder engagement efforts. This role will also assist with intergovernmental relations and support building and maintaining relationships with elected officials, agency partners, and external community stakeholders across the San Gabriel Valley. The Government Relations Analyst should be politically astute, highly organized, an excellent writer, and a proactive self-starter. This position will contribute to advancing the SGVCOG's mission, goals and objectives through legislative activities, special projects, and public engagement strategies. Examples of Duties ESSENTIAL DUTIES & RESPONSIBILITIES Duties may include, but are not limited to, the following: Monitor and analyze legislative developments at the local, state, and federal levels in coordination with SGVCOG's advocacy team, identifying potential impacts on agency priorities and member cities. Prepare legislative analyses, reports, memos, and briefing materials to support decision-making. Plan and coordinate special events, including public meetings, press conferences, media briefings, and community engagements. Draft talking points, speeches, correspondence and advocacy materials. Identify funding opportunities and support grand development, coordination and compliance efforts. Implement public outreach and community stakeholder engagement strategies to increase awareness of SGVCOG projects, programs and initiatives. Provide administrative and technical support to SGVCOG policy committees, technical advisory committees and working groups, and the Governing Board, including agenda preparation, meeting coordination, and compliance with the Brown Act. Deliver presentations and updates to the Governing Board, committees, and external stakeholders. Liaise with elected officials, agency partners, and community stakeholders. Assist in program budgeting, fiscal tracking, and consultant management. Attend meetings and community events, including evenings and weekends as needed. Perform other related duties as assigned. Minimum Qualifications EDUCATION & EXPERIENCE Government Relations Analyst Bachelor's degree in political science, public administration, public policy, communications, operations management, business administration, or a related field. At least two years of experience in legislative research and analysis, including bill tracking and policy analysis. OR Associate degree in political science, public administration, public policy, communications, operations management, business administration, or a related field. At least three years of experience in legislative research and analysis, including bill tracking and policy analysis. Preferred: Bilingual skills (Mandarin, Cantonese, or Spanish). Preferred: Experience working at a government entity, non-profit, or equivalent entity. Senior Government Relations Analyst Bachelor's degree in political science, public administration, public policy, communications, operations management, business administration, or a related field. At least five years of experience in independent legislative research and analysis, including bill tracking and policy analysis. Preferred: Bilingual skills (Mandarin, Cantonese, or Spanish). Preferred: One year of supervisory experience. Required: Experience working at a government entity, non-profit, or equivalent entity. HEALTH BENEFITS: The SGVCOG offers a cafeteria-style health plan. The agency contributes a flat rate towards the total cost of medical, dental, and vision plans. Medical plans are available through CalPERS and Dental/Vision plans are available through Principal Insurance. Health benefits are offered to full-time employees and their eligible dependents, and eligible part-time employees. The monthly agency contribution towards medical benefits is equal to the current cost of Kaiser plans. Human Resources can provide these rates. Employee's who opt out of agency benefits are eligible for a monthly taxable stipend of $400; proof of medical coverage is required. RETIREMENT BENEFITS: The SGVCOG participates in the California Public Employees' Retirement System (CalPERS). PEPRA members require contributions at a rate determined by CalPERS. Effective January 1, 2013, the retirement formulas are 2% at 55 for Classic Members and 2% at 62 for New Members as defined by PEPRA. Employees are responsible for paying the employee portion of the CalPERS retirement contribution. SGVCOG employees do not contribute to Social Security benefits. The SGVCOG offers an optional employee-sponsored 457 deferred compensation retirement account. OTHER BENEFITS LIFE INSURANCE: An agency-sponsored life insurance benefit is available; equal to one year of the employee's annual salary. FLEXIBLE SPENDING ACCOUNT (FSA): Optional, employee-sponsored deferred compensation FSA accounts are available through Paychex. Funds contributed to these accounts are used for medical and childcare costs. TUITION REIMBURSEMENT: Tuition reimbursement of up to $5,000 per year is offered for qualified courses after one year of employment. FLEXIBLE SCHEDULES: Full-time exempt employees are expected to work a minimum of 40 hours per week. Exempt employees may request a flexible work schedule.
