Job Overview The Chief Financial Officer (CFO) oversees the accounting operations of the Bishop Paiute Tribe, including the day-to-day supervision of fiscal department staff. The CFO helps set the Tribe’s financial policy and direction while actively participating in the development of the overall organizational strategy. As a member of the senior leadership team, the CFO works closely with other tribal executive officers to plan and achieve the mission and goals established by the Bishop Paiute Tribal Council, leading all financial administration and budgeting. Responsibilities Interview, hire, train employees; plan, assign, and direct work; appraise performance; reward and discipline; address complaints and resolve problems. Deliver excellent customer service to internal and external customers in a friendly, courteous, and professional manner. Plan, develop, organize, and evaluate the organization’s fiscal function and performance. Act as liaison and contact with financial institutions, insurance companies, and investment sources to ensure funding for the Tribe. Direct the development and timely submission of the Tribe’s indirect cost proposals. Supervise daily operations of the Tribal Fiscal Department, ensuring financial data complies with GAAP, that journals and records are properly maintained and safeguarded, and that required reports are completed and filed timely. Administer and coordinate the annual financial and compliance audit required by federal, state, and tribal regulations. Ensure bank reconciliations are performed, maintain current bank signature cards, and supervise transaction activities. Prepare fiscal budgets and budget revisions for tribal activities; present budgets to the Tribal Council as required. Review formal finance procedures, direct and design implementation of automated and integrated financial systems, and implement new procedures and systems as needed. Track cash flow, analyze strengths and weaknesses in the Tribe’s finances, and oversee all aspects contributing to financial success. Recruit, select, orient, train, coach, counsel, and discipline supervisors; communicate values, strategies, and objectives; assign performance and job results; develop an environment that encourages information sharing; address complaints and resolve problems; integrate functional objectives; provide and participate in educational opportunities. Host regular staff meetings to ensure communication regarding fiscal-related activities. Commit to continued professional development to acquire, hone, maintain, and/or advance the knowledge and skills needed for optimal job performance. Other duties as assigned by management. Qualifications Must be a certified public accountant or hold at least a bachelor’s degree from an accredited college or university in Accounting, Business Administration, Fiscal Management, Finance, Economics, or a related field. Must have a valid driver’s license and be insurable under the Tribe’s automobile insurance policy. Relevant combination of experience and education may satisfy the required qualifications. Three (3) years of experience preparing financial statements; Periodic Tribal government, state, federal, or private grant fiscal reports and/or fiscal and hoc reports for internal and external entities. Two (2) years of experience at a senior accounting management level performing duties for Tribal government. Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities is preferred. Experience with accounting software; MIP experience preferred. Ability to work quickly with a high degree of accuracy. Salary & Benefits $99,924.00 - $149,886.00 annually #J-18808-Ljbffr
