PROGRAM ANALYST

Responsibilities The primary purpose of this position is: To serve as Joint Exercises Assessments Analyst within the HQ USCENTCOM J5 Exercises Division, responsible for planning, executing, and assessing military exercises. Conduct strategic, operational, and tactical assessments across the full spectrum of conflict to support Command-level objectives. Provide insight concerning available assessment methodologies and technologies, alternative courses of action, and application of new or emerging technologies. Collaborate with a range of experts and decision makers from the command, the Department, inter-agency and industry to bolster command exercise assessment processes, key findings, and recommendations. Duties: 1. Plans, analyzes, organizes, and directs Exercise Assessment Planning and Execution. 2. Conducts Return on Investment (ROI)-Focused Military Exercise Assessments. 3. Provide Project Management and Team Leadership. 4. Represents USCENTCOM J57 at a variety of DoW and Joint Staff O5/O6 level meetings. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This is a Term position NTE 36 months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. Position is designated Special-Sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is designated as a KEY position. The duties of this position meets all requirements as a category designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative techniques, including DoD and Joint management principles, methodologies, and financial management directives, to effectively plan, execute, and evaluate joint military exercises and programs for participating in or conducting major large-scale military exercises and/or multifaceted programs such as the Large Scale Global Exercise (LSGE), Globally Integrated Exercise (GIE), and the Joint Training Exercise and Evaluation Program (JTEEP). Advanced skill in applying, analyzing, and evaluating combat and non-combat operations, to oversee strategy development, policy implementation, and long-term planning for Mission Rehearsals and crisis response exercises. The employee must resolve ambiguities in multinational and joint exercises, navigating through complex political and operational challenges, especially when coordinating with host nation militaries. Thorough and comprehensive knowledge of the Joint Training Exercise and Evaluation Program (JTEEP) processes and capabilities, supporting COCOM exercise and training requirements, and ensuring the efficient allocation of resources and accurate program assessment. The employee will ensure established procedures are followed and develop new solutions to unique challenges posed by changing military needs, mission requirements, and evolving geopolitical contexts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of qualitative and quantitative techniques to apply DOW and Joint management principles, concepts, methodologies and financial management directives, guidance, and policy. 2. Current practical knowledge and experience with combat and non-combat operations and allocation of Joint Exercises and Training processes sufficient to oversee strategy development, policy implementation, and long-term planning in the USCENTCOM AOR; including Mission Rehearsals preparing Combined and Joint Task Force Staffs Component battle staffs to respond to an emerging crisis in the USCENTCOM AOR. 3. Ability to plan, organize, and provide technical expertise regarding functions required to plan, prepare, execute, and evaluate exercise and battle staff related events including Commander's priority initiatives and focus within the USCENTCOM AOR. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources (resource reallocation). 5. Ability to communicate effectively, both orally and in writing to the senior leadership within USCENTCOM as well as the Joint Staff and the Office of the Secretary of War. 6. Knowledge of the capabilities and processes utilized by the Joint Training Exercise and Evaluation Program (JTEEP) in support of COCOM exercise and training requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
