Senior Accountant

Overview The City of Boise is seeking an experienced Senior Accountant to join the Department of Finance in a hybrid‑eligible role with broad Citywide impact. This position is ideal for a skilled accounting professional who wants to work beyond routine transactions and take the lead on complex financial reporting, grants accounting and compliance, audits, cost allocation, reconciliations, GASB implementation, and ERP system improvements. You will serve as a trusted resource to departments and leadership, help strengthen financial processes, and support the accurate, transparent, and responsible management of public funds. Benefits Zero‑cost premium medical coverage for you and your family PERSI retirement plus employer‑matched 401(k)/457b 10 hours vacation/month (grows with tenure), 12 paid holidays, and 8 hours sick leave/month 10 weeks paid parental leave $500 annual wellbeing incentive Tuition reimbursement and free local bus pass Basic life and long‑term disability insurance at no cost Special Requirements Applicants must be able to pass: City of Boise background check processes, including a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation Credit History Check Required Knowledge, Experience, and Training Bachelor's degree in accounting, finance, or a closely related field Five years of progressively responsible accounting experience in a governmental or business setting Or an equivalent combination of education and/or experience Additional Required Knowledge, Experience, and Training Knowledge of: Federal, state, and local financial regulations relating to public agencies Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements Accounting and financial practices as they relate to public agencies Governmental accounting principles and regulatory compliance Advanced mathematical principles Computer usage including related software Microsoft Excel and ERP systems Ability to: Apply formal and analytical techniques to the examination and development of manual and automated accounting information systems Prepare and accurately analyze both basic and complex audit work papers Prepare detailed fiscal reports and statements Reconcile complex, high‑volume accounts Analyze general ledgers and prepare journal entries Establish priorities and organize individual workload Supervise, train, and evaluate others Communicate effectively in the English language at a level necessary for efficient job performance Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation Preferred Knowledge, Experience, and Training Master’s degree in accounting, finance, or a closely related field CPA certification Six or more years of progressive accounting experience, preferably in government finance Responsibilities and Duties Perform a variety of professional‑level accounting duties involved in the coordination and supervision of City‑wide accounting activities, including managing the general ledger, capital assets, activity costing, and grants management modules in the ERP system Provide expertise for system upgrades, testing, integration, and efficient financial transactions Lead the preparation of the City’s Annual Comprehensive Financial Report and quarterly financial statements in accordance with GAAP and GASB standards; manage complex reconciliations of general ledger and subsidiary accounts, investment portfolios, and intergovernmental revenues to ensure accurate, timely reporting Coordinate with external auditors for year‑end audits, preparing detailed audit schedules and supporting documentation; advise senior leadership on fiscal policy, regulatory compliance, and procedural improvements Lead the research, implementation, and communication of new GASB standards to ensure compliance with evolving regulations and best practices Lead cost allocation planning (CAP) across departments, manage the CAP ERP module, update allocation drivers, and present updates to department leaders Monitor grant compliance and prepare detailed financial reports for state and federal funding agencies; coordinate with departments to track and reconcile grant revenues and expenditures Provide technical accounting assistance to departments, review and approve journal entries, conduct training workshops on financial procedures and compliance, and resolve complex accounting issues Supervise or mentor accounting staff, ensuring quality assurance in daily operations, and lead special projects and cross‑functional initiatives, including ERP implementations Perform other duties as assigned.
