Skills And Competencies
- Minimum 10 years' experience in government affairs, regulatory affairs, or financial services policy, with substantial exposure to Latin American markets
- Strong understanding of financial services regulatory frameworks across the region, including the roles of the CVM, CNBV, SFC, CMF, and equivalent bodies
- Demonstrated ability to translate policy analysis into clear business impact assessments and actionable recommendations for senior stakeholders
- Experience preparing regulatory submissions, consultation responses, licensing applications, or equivalent analytical and advocacy work
- Excellent written and verbal communication skills in English and Spanish; fluency in Portuguese is strongly preferred
- Strong relationship‑building skills with government officials, regulators, and senior internal stakeholders across multiple jurisdictions; comfortable operating with autonomy in a matrixed, global organization
- Direct experience in a Latin American financial regulator, central bank, government ministry, or regulated financial institution is preferred, as is familiarity with credit rating agency regulation and capital markets frameworks in the region
- Basic understanding of artificial intelligence concepts, with curiosity and enthusiasm for learning how AI tools can be used to improve processes and drive efficiency. Interest in exploring AI systems and a willingness to develop awareness of responsible AI practices, including risk management and ethical use
Education
- Bachelor's degree required; a postgraduate qualification in law, public policy, economics, international relations, or a related discipline is preferred
Responsibilities
Lead Moody's regulatory monitoring, government engagement, and policy work across Latin America at the intersection of regulatory affairs and business development.
- Monitor and analyze financial services regulation, securities law, and credit rating agency frameworks across key Latin American jurisdictions, maintaining a structured regulatory tracker covering timelines, dossiers, and decision points
- Prepare clear briefings, impact assessments, and position papers on regulatory developments for senior leadership, translating complex legal texts into actionable analysis
- Lead the drafting of consultation responses, policy submissions, and licensing documentation, coordinating input from Legal, Compliance, and business lines and managing the internal review and sign‑off process
- Build and manage relationships with financial regulators, government ministries, central banks, and industry associations across the region, representing Moody's at policy forums and stakeholder events
- Serve as a strategic bridge between the Government, Public & Regulatory Affairs team and Moody's commercial teams, advising on regulatory requirements and licensing pathways affecting market entry and expansion
- Track political, macroeconomic, and capital markets developments across the region, proactively identifying risks and opportunities for Moody's and communicating insights to business stakeholders
- Collaborate with global Government, Public & Regulatory Affairs colleagues and cross‑functional teams — including Legal, Compliance, and Risk — to ensure Latin America positions align with global strategy and contribute to cross‑regional knowledge sharing

Moody's Government, Public & Regulatory Affairs (GPRA) is a global, strategic function within Global Corporate Affairs, providing expertise in government relations, public policy, regulatory analysis, and geopolitical affairs that inform Moody's strategy, operations, and risk management across all business lines and markets. GPRA supports both Moody's Ratings and Moody's Analytics. By joining our team, you will be part of exciting work across Latin America's major markets — Brazil, Mexico, Colombia, Chile, Argentina, and Peru — with regular regional travel and occasional travel to Moody's offices in New York and Washington, DC.
For US-based roles only: the anticipated hiring base salary range for this position is $1,685,500.00 - $2,582,950.00, depending on factors such as experience, education, level, skills, and location. This range is based on a full‑time position.
- In addition to base salary, this role may be eligible for a completion bonus.
- Moody’s also offers insurance and a discounted employee stock purchase plan for limited duration employees.
