Manufacturing HSE Manager

About Fluidstack We exist to make humanity more free. For most of human history, you farmed or you starved. Technology gave people more time for the things they wanted to do, instead of things they had to do. Powerful AI will be the biggest lever for human choice we've ever built - but only if models are aligned with what humanity actually wants. There are groups building AI who don't share these goals. Whoever deploys frontier compute infrastructure fastest will decide whether AI expands human freedom or shrinks it. We're singularly focused on delivering 10 to 100s of GWs of compute faster than anyone else, rethinking every layer of the stack. We acquire power, design and build data centers, and operate them - with teams spanning hardware and software. Speed and scale are our key differentiators. Come be a part of building civilization-scale infrastructure for AI. We hire people who care deeply about this problem space. If that is you, please apply! About the Role The Safety Manager leads a small team of HSE specialists and is responsible for environmental, health, and safety (EHS) programs across our heavily automated manufacturing facility. This role is the primary champion for a proactive safety culture, ensuring compliance with OSHA 300/300A recordkeeping and regulatory requirements while driving continuous improvement in automation safety, industrial ergonomics, and incident prevention. The Safety Manager partners closely with plant leadership, engineering, and line supervisors to embed safe practices into every stage of the production process. Responsibilities Safety Program Leadership Own and continuously improve the facility EHS management system, policies, and safety procedures. Lead incident investigations using root-cause methodologies (5-Why, fault tree analysis) and drive corrective/preventive actions to closure. Establish, charter, and chair facility safety committees — including a Joint Health & Safety Committee and any department-level subcommittees — define membership, meeting cadence, roles, and escalation protocols. Design and implement a structured routine inspection program: schedule and conduct regular safety walkthroughs, Gemba observations, and area-specific audits; assign findings, track corrective actions to closure, and report trends to leadership. Lead the implementation and ongoing management of the corporate Safety Management System (SMS) across the facility; align local programs, procedures, and documentation to corporate SMS framework requirements and ensure consistent execution at the floor level. Serve as the primary facility liaison to corporate HSE for SMS audits, gap assessments, and continuous improvement initiatives; report implementation status and drive closure of any findings. Develop and track leading and lagging safety KPIs; report trends and action plans to plant leadership monthly. Automation & Machine Safety Serve as the facility subject matter expert for automation safety: robotic work cells, AGVs, conveyance systems, and collaborative robot (cobot) deployments. Conduct and review machine risk assessments per ANSI/RIA R15.06, ANSI/RIA R15.08, ISO 10218-1/2, ISO/TS 15066, and ANSI B11 series; specify safeguarding controls and validate lockout/tagout (LOTO) procedures. Partner with Engineering during capital projects and equipment commissioning to integrate safety-by-design principles. Maintain compliance with NFPA 79 electrical standards for industrial machinery and applicable OSHA 1910 Subpart O (machinery and machine guarding) requirements. Industrial Ergonomics Lead the facility ergonomics program: conduct job hazard analyses (JHAs) and ergonomic assessments using NIOSH, RULA, and REBA methodologies. Prioritize and drive engineering controls, workstation redesigns, and tooling improvements to reduce musculoskeletal disorder (MSD) risk. Collaborate with Industrial Engineering on line balancing and rotation schedules to minimize repetitive-motion exposure. Track ergonomic improvement projects through the corrective action tracking system and report ROI metrics to leadership. OSHA Compliance & Record keeping Maintain OSHA 300 Injury/Illness Log and 300A Annual Summary; ensure timely and accurate electronic submission to OSHA (ITA). Manage relationships with OSHA, workers’ compensation carriers, and third-party safety consultants; lead compliance inspections and respond to citations. Administer industrial hygiene programs: noise monitoring, air quality sampling, PPE hazard assessments, and respiratory protection. Plan and oversee Industrial Hygiene (IH) testing programs: coordinate baseline and periodic exposure monitoring for noise, chemical vapors, dusts, and other airborne hazards; interpret sampling results, compare against OELs/TLVs, and implement engineering or administrative controls as warranted. RCRA Waste Streams & Hazardous Materials Management Ensure facility compliance with EPA/RCRA hazardous waste requirements; manage manifests, vendor relationships, and annual reporting obligations. Classify, label, and track all hazardous waste streams generated on-site; maintain generator status compliance (LQG/SQG) and ensure proper accumulation area management per 40 CFR Part 262. Oversee hazardous materials management including receiving, storage, secondary containment, SDS/chemical inventory, and compatibility controls. Administer the facility GHS/HazCom program: ensure all hazardous chemicals are properly labeled per OSHA 29 CFR 1910.1200 (GHS-aligned), maintain a current SDS library, and verify accessibility for all employees at point of use. Manage SDS lifecycle — new chemical approvals, updates, archiving, and integration with the chemical inventory system; serve as the primary contact for chemical safety inquiries. Manage and monitor Maximum Allowable Quantities (MAQs) of hazardous chemicals stored on-site per IFC/NFPA 400 and applicable fire code; maintain control areas, ensure proper chemical segregation, and coordinate with the Authority Having Jurisdiction (AHJ) on inspections and permit compliance. Own the facility-wide Job Hazard Analysis (JHA) program: establish and enforce standards for JHA completion, review cycles, and sign-off requirements across all job classifications and non-routine tasks. Ensure JHAs are current, task-specific, and integrated into onboarding, training, and management-of-change (MOC) workflows; audit JHA quality and drive corrective action when gaps are identified. Manage relationships with licensed hazardous waste disposal vendors; review manifests, LDR certifications, and disposal records for accuracy and retention. Coordinate spill prevention and emergency response plans (SPCC, EPCRA); lead drills and ensure trained spill response team is maintained. Complete Tier II reporting (EPCRA Section 312) and any applicable air permit recordkeeping or emission reporting obligations. Maintain a master environmental compliance calendar tracking all regulatory submittal deadlines, permit renewals, inspection schedules, sampling requirements, and agency reporting obligations; ensure timely completion with zero missed deadlines. RCRA Waste Streams & Hazardous Materials Management Design, deliver, and evaluate safety training programs — new hire orientation, annual refreshers, and specialized certifications. Coach supervisors and team leads on safety observation techniques, near-miss reporting, and behavior-based safety (BBS) principles. Directly manage a small team of HSE specialists: set priorities, assign workload, conduct performance reviews, and support professional development. Mentor junior safety staff and safety committee members; build a pipeline of safety-conscious team members on the floor. Own and maintain the facility compliance training calendar: track required training frequencies, certification expirations, and regulatory deadlines; ensure no employee or role falls out of compliance. Basic Qualifications 8+ years of EHS experience in a manufacturing environment, with at least 3 years in a high-automation or capital-intensive industrial facility. Technical engineering background required — Bachelor’s degree in Occupational Safety, Industrial, Mechanical, Chemical, or Environmental Engineering, or a closely related field. Demonstrated expertise in machine safety and automation standards — with strong working knowledge of ANSI/RIA R15.06 (industrial robots), ANSI/RIA R15.08 (mobile robots/AMRs), ANSI B11 series, ISO 10218-1/2, and ISO/TS 15066 (cobots) — and hands-on experience applying these standards to safeguarding design and risk reduction. Solid working knowledge of EPA environmental regulations and hazardous waste management: RCRA (40 CFR Parts 262–265), hazardous materials storage and disposal, Tier II/EPCRA reporting, and spill prevention (SPCC) compliance. Experience managing Maximum Allowable Quantities (MAQs) of hazardous chemicals on-site per IFC/NFPA 400; familiarity with control area design, AHJ coordination, and Hazmat permit requirements. Strong knowledge of GHS labeling requirements (OSHA 29 CFR 1910.1200) and SDS management, including chemical inventory systems, new chemical approval workflows, and employee right-to-know training. Demonstrated ability to build, manage, and audit a comprehensive Job Hazard Analysis (JHA) program across diverse job classifications including routine, non-routine, and high-hazard tasks. Familiarity with Industrial Hygiene (IH) testing methods and exposure monitoring — including noise dosimetry, air sampling for chemical vapors and particulates, and interpretation of results against OSHA PELs, NIOSH RELs, and ACGIH TLVs. Hands-on experience managing OSHA 300/300A recordkeeping and leading compliance programs under 29 CFR 1910 (General Industry). Proficiency in industrial ergonomics: formal training or equivalent experience applying NIOSH Lifting Equation, RULA, REBA, or similar tools. Strong incident investigation skills and experience with corrective action tracking systems.
