Position Overview 

The Illinois Department of Transportation seeks to hire a Transportation Executive III for its District One Financial Services Manager. This position plans, organizes, directs, and controls the activities of the Financial Services Section and provides financial analyses and recommendations to district management on resource utilization.

Essential Functions

• Under administrative direction, serves as the Financial Services Manager for District One of the Illinois Department of Transportation. Plans, organizes, directs, and controls the activities of the Financial Services Section and provides financial analyses and recommendations to district management on resource utilization. Manages and coordinates the preparation of the district operating budget and staffing proposals.
• Develops programs, methods, and procedural changes to ensure efficient operations and maximize district funding utilization.
• Serves as working supervisor.
• Provides quality control for all district operating budget contracts to ensure compliance with applicable state laws, departmental policies, and district guidelines.
• Manages and supervises internal audits for contracts and programs in the district.
• Performs other duties as required or assigned which are reasonably within the scope for the duties enumerated above. 

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration, accounting, economics, or statistics.
• Requires three (3) years of progressively responsible administrative experience in the fields of fiscal management, accounting, or budgeting and/or; in economics, or statistics which includes financial reporting and financial resources allocation analysis.

Preferred Qualifications

• Prefer a master’s degree with major courses in accounting, business administration, economics, statistics, public finance and public administration.
• Prefer eight (8) years of experience in public finance or accounting activities.
• Prefer working knowledge of modern management techniques and modern organizational concepts.
• Prefer advanced skill in the utilization of Microsoft Excel for development of financial reports and modeling.
• Prefer three (3) years of experience in leading and managing staff.
• Prefer three (3) years of experience in interacting with vendors, consultants, contractors, and the public.
• Prefer strong oral and written communication skills.

Conditions of Employment

• Requires ability to occasionally travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
• Occasional overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
• Requires completion of a background check and self-disclosure of criminal history.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
