Social Worker - HUD-VASH Housing Specialist

Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. Candidates must meet specific eligibility requirements in accordance with VHA policy and submit their EDRP application within four months of appointment. Award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after a complete review of the EDRP application. Qualifications United States citizenship; non‑citizens only if no qualified citizens are available. English language proficiency; must be fluent in spoken and written English. Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work in candidacy status do not meet this requirement until the school is fully accredited. A doctoral degree in social work may not substitute the required master’s degree. Licensed or certified by a state to practice social work at the master’s level (independent practice). May qualify under the Grandfathering Provision described in the VA Qualification Standard for this occupation (applicable to current VHA employees only). For GS‑9: Demonstrated knowledge, skills, and abilities in veteran‑centric interventions, psychosocial assessment, treatment planning, crisis intervention, relationship building, and medical/mental health knowledge. For GS‑11: Minimum of one year of post‑MSW experience in a health‑care or social‑work setting, or a doctoral degree substituting for experience, plus the KSAs listed below. KSAs for GS‑11: Knowledge of community resources and referral coordination; independent assessment and intervention skills; medical and mental health knowledge for plan formulation; implementation of treatment modalities; and consultation services to new social workers and staff. Duties Provide housing lists and conduct housing seminars for veterans at risk of homelessness. Direct housing searches, including driving veterans to housing units, coordinating with VA programs, PHA leadership, landlords, rental associations, and other agencies. Serve as a HUD‑VASH case manager: review agreements, conduct site visits, verify veteran status and eligibility, and collect program data. Ensure compliance with local housing codes and VA standards. Adhere to criminal conflict‑of‑interest laws and executive branch conduct standards. Participate in HUD‑VASH program conference calls, trainings, and policy updates. Follow local policy, SOP, and documentation requirements for CARF and Joint Commission accreditation. Advise supervisors on caseload trends and recommend program or policy changes. Maintain professional development through staff projects, seminars, institutes, and inter‑disciplinary training. Document all contacts with patients and families in the medical charts; complete statistical reports per VA policies. Pay and Benefits Competitive salary and regular salary increases. Annual paid time off: 37–50 days (13–26 days of annual leave, 13 days of sick leave, 11 Federal holidays). Selected applicants may receive credit toward annual leave based on prior experience or military service. Parental leave: up to 12 weeks paid after 12 months of employment for birth, adoption, or foster care placement. Child‑care subsidy: after 60 days of employment, full‑time employees with a family income below $144,000 may be eligible for a subsidy up to 25% of eligible childcare costs (maximum $416.66 per month). Retirement: traditional federal pension (5‑year vesting) and federal 401(k) with up to 5% employer contribution. Health, vision, dental, term life, long‑term care insurance available; many federal insurance programs can be carried into retirement. Work schedule: Monday–Friday, 7:30 a.m.–4:00 p.m. (subject to change). EDRP authorized: former EDRP participants are ineligible to apply for incentive.
