Primary Purpose of Organizational Unit


The Administration & Finance Division encompasses a broad range of operational, financial, technological, safety, administrative and people-focused units that support the daily functions and long-term success of the university.

Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.

The ITCS Project Management Office (PMO) purpose is to streamline project delivery and initiatives at ECU. Working collaboratively with cross-campus departments and talented ITCS technical professionals, the PMO aims to provide project onboarding, guidance, support, coordination, monitoring, and reporting.

Primary Purpose of Position


This position is responsible for managing Information Technology and Computing Services (ITCS) projects and/or initiatives, from start to finish. Reporting to the Senior Project Manager Supervisor, duties include carrying out varying duties such as planning, coordination, and implementation efforts, while also monitoring/controlling project scope, budget, schedules, project teams and resources; utilizing project protocols, templates and procedures. Additional responsibilities consist of identifying project risks and/or issues, including the development of risk mitigation plans, then communicating those identified to project sponsor(s), stakeholder(s), and ITCS Direct Reports, when applicable. In addition, this position will be responsible for the establishment of project artifacts and providing regular status updates to ensure transparency is provided to ITCS and the University community over the duration of the project(s).

This position leads planning, management, and/or implementation of various sized projects (small to medium projects), including the facilitating the definition of project missions, goals, tasks, and resource requirements; resolving or assisting in the resolution of conflicts within and between projects or functional areas; developing methods to monitor project or area progress; and providing corrective supervision if necessary. Responsibilities include assembling the project staff; for their technical or functional development, performance, during the project or projects and managing project budget and resource allocation. This position facilitates the definition of service levels and customer requirements and interacts regularly with existing or potential clients to determine their needs and to develop plans for improving delivery. This position will advocate on behalf of clients and represent clients' needs as appropriate to senior management and works cross-functionally to solve problems and implement changes. They follow a defined, agreed upon project management methodology. They present oral and written reports defining plans, problems, and resolutions to appropriate levels of management. Provides leadership and direction to the functional team so that tasks and activities are coordinated for project scope control, quality control, communication management, change control management, risk management and issue management. This position is responsible for the accurate, timely tracking and monitoring of assigned projects within the Project Portfolio Management (PPM) solution. This position will utilize the identified PPM tool to ensure that project(s) and program(s) statuses are accurate and complete.

This position may also be accountable for overseeing the elicitation of business, technical, and/or functional requirements.

Minimum Education, Knowledge, Skills, and Experience


Bachelor's degree or equivalent combination of education and experience.

License or Certification Required by Statute or Regulation

Preferred Education, Knowledge, Skills, and Experience

• CAPM or PMP certification is desired.
• Hands-on experience in an IT Project Management role managing moderately complex to large-scale IT projects is preferred.
• Knowledge of IT Project Management processes, procedures, documentation, and reporting standards based on PMI/PMBOK methodologies is preferred.
• Experience with Project Portfolio Management (PPM) tools and Agile project management practices is desired.
• Demonstrated experience advising and counseling senior management and leadership on project issues, risks, process re-engineering initiatives, and technology-related matters.
• Experience preparing procurement and RFP documents, defining functional and non-functional IT application requirements, and managing third-party vendors is preferred.
• Ability to perform detailed project planning, conduct risk assessments, and develop effective risk mitigation strategies.
• Strong ability to translate and communicate technical concepts, information, plans, and procedures to both technical and non-technical business stakeholders.
• Ability to establish and maintain effective working relationships with clients, management, and project team members.

"Reasonable commuting distance" is defined as a location that does not exceed a distance that can be safely traveled in two hours by automobile under average conditions of traffic, weather, and roads to employee's assigned duty station in Greenville, NC.

The standard work schedule for this position will need to be adjusted to meet the position requirements, which include and are not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.

This position may be eligible for Flexible Work Arrangements (FWA) under the ECU FWA Policy.
