We are seeking a hardworking, enthusiastic, and people-oriented Recruiting Specialist to support our state’s talent acquisition efforts. This role focuses on candidate sourcing, outreach, job postings, follow-up, relationship building, and pipeline development to connect qualified individuals with career opportunities. The Recruiting Specialist will build relationships with colleges, universities, community partners, professional organizations, and other talent sources to identify both active and passive candidates, while also supporting recruiting events, job fairs, community outreach, and recruitment marketing efforts. Success in this hands-on role requires strong communication, organization, persistence, and follow-through, along with the ability to manage high-volume activity and remain focused and productive with routine tasks. The position requires collaboration with team members and agency partners to support effective recruiting strategies. Seasonal and occasional travel, including overnight stays, may be required. This position may be performed remotely from a home office located within the Sioux Falls, Brookings, or Madison areas as periodic travel to recruiting events will be required. The Ideal Candidate Will Have some familiarity with recruiting, HR, staffing, talent acquisition, or a related field; a genuine interest in recruiting, connecting with people, and building relationships; a positive, professional, and service-oriented approach; a dependable work ethic with strong follow-through and accountability; a team-first mindset, willingness to learn and adapt, and a desire to contribute positively to the team. Knowledge, Skills, and Abilities Knowledge general understanding of recruiting, staffing, HR, or talent acquisition processes; familiarity with candidate sourcing, outreach, job postings, and pipeline development; understanding of professional communication, candidate engagement, and relationship building; familiarity with technology, social media, and online communication platforms; knowledge of ATS/recruiting software, community outreach, job fairs, or basic marketing tools is a plus. Skills strong written and verbal communication; strong organization, time management, and attention to detail; effective sourcing, outreach, follow-up, and relationship‑building skills; ability to use technology and online platforms effectively; and, strong interpersonal, customer service, and collaboration skills. Abilities demonstrate initiative and effectively manage responsibilities independently; stay focused and productive during repetitive or high-volume work; learn new systems, processes, and technology quickly and adapt to changing priorities; proactively source and engage candidates through email, phone, social media, and other channels; maintain professionalism, dependability, and a positive attitude while working with candidates, partners, and team members.
