The approved salary range for this job title code is $117,000 - $145,800, The salary range the University reasonably expects to pay for this position is $117,000 - $135,000/yr. Salary placement is based on factors such as actual years of direct experience and technical knowloedge. Job Closing Date Position is approved for a hybrid work schedule which requires incumbent to work a specific number of days in the Downtown Merced office. About the Job Reporting to the Deputy CIO, the IT Business Manager leads a team of financial and administrative professionals that support general business operations for the Office of Information Technology. This role is broadly responsible for the divisional budget, projecting and tracking expenses to provide accurate financial reporting on a regular basis. The IT Business Manager also oversees procurement, reconciliation, invoicing, cost transfers, expense approvals, and other accounting processes associated with divisional operations; directs software vendor management, licensing, and cost-sharing processes; and coordinates with UC Merced partners to ensure compliant, timely outcomes aligned to divisional priorities. The ideal candidate is a seasoned communicator who can effectively distill complex financial information to inform divisional decision-making and a service-minded people-manager who values process and efficiency. KEY RESPONSIBILITIES: Financial Reporting : Manages, analyzes, and reports on divisional finances associated with global IT costs, department operations, and student/staff personnel costs. Tracks actual expenses and personnel costs to budget, providing a clear and accurate picture of divisional financial status on a monthly basis. Creates and presents executive summaries of divisional finances to OIT and campus leadership. Creates multi-year models to plan for recurring campus IT costs and equipment refresh cycles. IT Operations : Manages procurement, reconciliation, invoicing, cost transfers, expense approvals, and other accounting processes associated with divisional operations. Oversees software vendor management, tracks renewals, and manages software cost-sharing for a variety of enterprise software solutions. Seeks advice and input from campus resources when necessary and provides strategic direction and innovative approaches to problem resolution to OIT leadership. Coordinates with UC Merced Budget, Procurement, Accounting, and Human Resources to ensure budget reporting, procurement, licensing, vendor relations, receiving, expense tracking, accounting, and human resources activities are managed toward timely and effective outcomes aligned to divisional priorities. Collaborates with and advises divisional leadership to ensure understanding of and adherence to policies and procedures associated with OIT operational and project-based activity. People Management and Team Operations: Directs and manages the day to day operations of the OIT Business Office through direct reports and their subordinate staff. Selects, develops, and evaluates personnel to ensure the efficient business operations are maintained. Establishes work priorities, practices and procedures involving operational standards, personnel requirements and general administrative aspects of the team's business systems. Develops, documents, and maintains efficient, transparent, and service-minded business practices that drive operational efficiency. *LI-RM1 Qualifications Bachelor's degree in a related field from an accredited institution; and/or Advanced degree in a related field from an accredited institution; and 3 years of progressively responsible related experience or 5 years equivalent progressively related education, experience/training (required). Excellent oral and written communication skills, including the ability to effectively present complex financial topics to individuals and groups with varied levels of understanding. Extensive experience managing budgets, accounting, and reconciliation in an enterprise financial management software, preferably Oracle Financials and Smartview interfaces. Comprehensive knowledge of financial policies, practices and systems, budgeting and reporting techniques; human resources planning, accounting. Strong interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations. Client services oriented; good listening, critical thinking, and analytical skills. Highly organized with the ability to create and maintain reliable processes. Strong skills in use of spreadsheet and database software. Demonstrated skill in managing and developing subordinate staff. Demonstrated ability to understand, articulate and adapt to university budgetary, accounting, payroll, and purchasing policies and practices. Thorough knowledge and understanding of IT technology components, IT services, key technology financial issues, including key variables and cost drivers. Knowledge of IT hardware and software support licensing models. Proven experience managing vendors and tracking multi-year contracts. Professional certification (preferred).
