This position is responsible for environmental efforts across the site with a focus on air compliance. The Air Environmental Specialist will interface with the appropriate HES or regulatory agency resources to implement, resolve, or delegate environmental requirements. Responsibilities Lead air permitting efforts for small to large projects. Review upcoming projects for NSR applicability. Work with regulatory agency, technical services, and operations staff to develop permit conditions. Interpret and/or develop company environmental policies and guidelines and develop methods and procedures for implementing and assuring conformance. Advise appropriate managers and supervisors of the company’s goals and requirements. Provide guidance and technical assistance in organizing and establishing programs and procedures to implement and administer such requirements, including budget inputs. Monitor compliance with these policies in assigned areas and direct related reports and recommendations to appropriate personnel. Design and/or review engineering designs and cost estimates for environmental equipment or systems; determine engineering specifications and recommend equipment as required. Manage and oversee emissions testing and reporting. Serve as refinery regulatory subject matter expert for federal and state air compliance. Provide back-up support for other environmental media (water, waste, remediation). Represent the company with appropriate trade associations, industry work groups and regulatory agencies. Serve as a technical resource to Government Affairs in contact with elected officials. Maintain a working knowledge of issues and key industry contacts, direct activities and budgets, and disseminate pertinent information. Track key compliance metrics and implement systems to improve performance. Facilitate improvements to and help maintain site environmental management systems. Help maintain a favorable image with communities, regulatory agencies and other companies through active involvement with the Department of Ecology, Northwest Clean Air Agency, EPA, and neighboring facilities. Lead and participate in environmental compliance audits both at the site and at other locations with corporate environmental networks. Identify and investigate current and developing environmental problems or issues to determine cause and contributory circumstances; initiate steps to prevent recurrences and provide recommendations with appropriate personnel as well as communicating to senior management. Develop environmental information, manuals, training material and programs; inform employees of related policies and procedures; conduct appropriate training sessions. Possess detailed knowledge of current and proposed environmental rules and regulations with the ability to communicate impact plans to local leadership for budget development. Minimum Qualifications High School Diploma or GED with 10 years of relevant environmental experience in a process industry (e.g., refining, midstream, petrochemical or other heavy industrial); or Bachelor’s degree in an HES related field with 5 years relevant environmental experience; or Bachelor’s degree in Engineering with 2 years relevant environmental experience. Ability to monitor compliance with environmental regulations. Ability to develop business acumen and technical knowledge. Environmental air permitting experience with preference for experience with federal and Washington air regulations. Excellent written and oral communication skills, organizational and planning skills, facilitation skills, computer skills, and the ability to achieve results through interaction with others. Desired refining or chemical industry experience.
