Court Manager, Civil Operations (148C) – San Francisco, CA Superior Court of California, County of San Francisco Full‑Time Permanent Position (Open 06/08/2026 to 6/30/2026) Eligible San Francisco Superior Court Employees Only Opportunity for current or former permanent employees (no break in service) to join the Civil Division as Court Manager. Two openings are available. Compensation and Benefits $4,675.78 to $5,683.73 biweekly ($121,570 to $147,777 annually). Examples of Duties Leads, plans, organizes, and directs the daily operations of the Civil Operations team, ensuring optimal performance. Monitors and evaluates civil operations, identifying opportunities for increased efficiency and effectiveness, and implements innovative strategies and best practices. Collaborates with court leadership to develop short‑term and long‑term plans for service and operational improvements, using data to inform decisions. Designs and implements effective work processes and procedures aligned with the Court’s mission, values, and strategic direction, conducting operational analysis to identify gaps and apply solutions. Creates and revises operational policies, goals, and objectives, recommending procedural and policy changes to court executives and fostering a culture of continuous improvement. Builds working relationships with stakeholders at all levels, promoting transparency and responsibility. Provides leadership through supervision, training, and performance evaluation; leads recruitment and selection for new team members; mentors staff to navigate complex work challenges. Advocates continuous improvement by developing and maintaining comprehensive training plans, procedural manuals, and desk guides. Guides and oversees disciplinary actions, fostering accountability, while supporting supervisors in managing team dynamics. Responds to inquiries from staff and the public regarding case status, fines, procedures, and court appearances, providing clear interpretation of codes, policies, and procedures. Performs other job‑related duties as required. Work is performed in an office and courtroom environment; continuous contact with judicial officers, executive management, litigants, other staff, and the public. Physical Requirements: Sit for extended periods; frequently stand and walk; normal manual dexterity and eye‑hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and fax. Qualifications Required Qualifications Five years of responsible work experience in administrative and court support work, including at least two years as a supervisor or manager. Desirable Qualifications Knowledge of: Principles of management, supervision, training, and employee evaluation. Project and change management principles. Building and sustaining a culture of trust through leadership, communication, and accountability. Program planning and evaluation. Public and community relations. Computers and software used for court functions. Fiscal and financial record keeping. Legal terminology and legal procedures and documents used in court cases. Functions and operations of the Superior Courts of California. Laws, regulations, legislation, operations, rules, policies, and procedures of the Superior Courts of California. California statutes relating to court procedures, such as the Code of Civil Procedure, Probate Code, Family Code, Welfare and Institutions Code, Penal Code, Vehicle Code, and California Rules of Court. Ability to: Plan, organize, administer, manage, and coordinate the functions, operations, and services of the Civil Operations. Develop and implement goals, objectives, policies, procedures, and work standards. Analyze complex technical and administrative problems, evaluating alternatives. Supervise, direct, motivate, and evaluate the work of assigned staff. Establish and maintain cooperative working relationships. Effectively represent the San Francisco Superior Court in answering questions, responding to inquiries, providing assistance, and dealing with concerns from judicial officers, litigants, jurors, attorneys, the general public, community organizations, other Court staff, and other government agencies. Prepare clear, concise, and accurate records and reports. Use a personal computer and appropriate software for word processing, record keeping, and court administrative functions. Perform a wide variety of complex and specialized administrative and support work. Interpret, explain, and apply a variety of codes, statutes, policies, rules, procedures, instructions, and regulations related to Court functions and proceedings.
