Job Description Summary

The Director of the Student Health Services provides leadership for the operations of the Student Health Services (SHS) and co-leads the Student Health & Wellbeing Care clinic as part of the Division of Education Innovation and Student Life (EISL). Reporting to the Associate Provost for EISL, the Director of the SHS serves a critical and important role in providing progressive, positive, and effective leadership in the institution’s commitment to the promotion of health and well-being of MUSC students. The clinic provides in-person and virtual primary care services and health promotion programs to eligible students at MUSC.

The Director of the SHS provides overall direction, leadership, management, and strategic vision to the clinic, including the delivery and assurance of the quality of clinical care and overall direction, training, and mentorship of the SHS staff. The Director reports to the Associate Provost for EISL, and in partnership, is responsible for the development, implementation and monitoring of all performance improvement programs, policies and procedures, and maintenance of high-quality patient care services. The Director serves as a medical advisor and resource to university leadership and the campus community on matters related to student health and well-being. Working closely with the Director of Counseling and Psychological Services, the Director of SHS implements activities and programs that promote an integration of physical and mental health care and education, both co-directing the Student Health & Wellbeing Care clinic.

Aligned with the MUSC strategic plan, EISL provides services to students and campus stakeholders to support a successful academic experience and enhance the development of personal and social responsibility while fostering a safe, healthy, inclusive, and supportive community at MUSC.

Job Description

Clinical/Patient Care

• 50% Provide in-person and virtual primary care services and health promotion to eligible students at MUSC. Patient care includes, but is not limited to, initial and follow up assessments, history-taking, physical examinations, utilization of differential diagnoses, identification of appropriate interventions, consultations and referrals as indicated, and basic emergency treatment and stabilization

• 20% Serve on the SC Student Health Insurance Consortium, Infection Control Committee. Coordinate and participate in the development and analysis of data related to University Practices. Support the development and maintenance of contractual relationships as they relate to clinic equipment and technology. Collaborate with other SHS clinics around the state and nation.

Administrative

• 15% Lead the SHS clinic team in supporting best practices in primary care, health promotion, and well-being. Supervise and train SHS employees in evidence-based best practices. Develop, articulate, and implement programs that promote MUSC's vision for innovation in health care. Remain alert and continuously scan the environment for innovative trends and opportunities in primary health care and in health promotion and well-being. Leverage knowledge of health care research and trends to develop strategies for providing clinical care and health education to MUSC students. Work with staff to ensure clinical protocols are current within parameters set by medical consensus, Centers for Disease Control, state and federal laws, ethical guidelines, and licensing requirements. Collaborate with the EISL Executive Director of Finance and Administration and Associate Provost for EISL to identify clinic needs, to submit budget requests annually, and to respond to budget issues as required throughout the year, aligning the budget with targeted department and institutional goals. Recommend the organizational structure and staffing that fulfill the clinic's mission, strategies, and functions. Conduct annual and ongoing faculty and staff performance evaluations in the SHS. Manage the unit interview process and submit personnel hiring recommendations to the Associate Provost for EISL. Establish, promote, and maintain an organizational climate that encourages the development, retention, and a high level of morale among staff in the SHS. Inform the Associate Provost for EISL of activities of the unit, particularly of major or unusual developments, and seeking input. Collaborate with other EISL administrators and staff, coordinating student health activities when such action is reasonable and appropriate. Oversee the SHS website, confirming accuracy of information and timeliness of health education materials. Prepare and submit unit reports as needed by the Board of Trustees, President, Executive Vice-President for Academic Affairs & Provost, and Associate Provost.  

• 5% Serve on University committees as needed to review, interpret, and determine implications of university practices on health care, promotion, and well-being. Participate in review and updates of student policies.

• 5% Engage in scholarly activities at conferences and workshops focused on health care in higher education institutions. Work with colleagues in the pursuit of grants and partnerships for Student Health Services and the University when appropriate.

Other duties as assigned including: 

• 5% Establish, communicate, and maintain a departmental vision that reflects institutional and divisional goals and priorities and appropriate professional standards. Develop and oversee strategic plan for Student Health Clinic, including goals and objectives, outcomes, and identification of resource needs that aligns with MUSC's strategic plan. Provide leadership for the recruitment and development of a skilled, diverse workforce in SHS, capable of meeting the needs of a diverse student population. Oversee medical and administrative personnel activities through supervision of SHS staff and faculty. Plan and implement the SHS budget, facilitating efficiency and cost containment, as well as meeting the needs of MUSC students. Establish, value, and promote an environment of equity, inclusion, civility, mentoring, teamwork, and well-being within SHS, encouraging engagement and collaboration across Student Health and Wellbeing Care within University Life, and with other units across the University. Establish SHS operational effectiveness and compliance with accreditation standards. Oversee a program of peer review and quality assurance to maintain excellent patient care. Serve on university committees as deemed necessary by the Associate Provost EISL and/or the Executive VP for Academic Affairs and Provost. Follow best practices in documenting all patient services, communications, and referrals in the Electronic Medical Record. Maintain and interpret standards of care for the clinic, within parameters set by medical consensus, Centers for Disease Control, state and federal laws, ethical guidelines, and licensing requirements, and implement to maintain high quality care. Maintain and foster effective, cooperative working relationships with community health and public health resources and agencies to ensure high quality health services for students. Serve as a resource and medical advisor to university administration and leadership regarding matters of student health through participation in safety planning, student emergencies, and communicable disease control. Collaborates with the SHS consulting physician in regular meetings and communication.

Minimum Requirements:

• Graduation from an accredited graduate nursing or physician's assistant program with a Masters or Doctorate, and five-years related experience. 
  Experience in young adult/adult primary care and student-centered care promoting health and wellbeing.  
  Management and leadership experience needed. 
  Demonstrated leadership and management experience in primary healthcare
  Prior experience working in college student health settings or previous collaborative experience with an understanding of college health missions and programs
  Experience working with students from a wide range of abilities, backgrounds, and experiences
  Experience with public health and community health
  Proven ability to conceptualize, develop and implement large complex projects. Excellent verbal and written communication skills
  Demonstrated ability to gather data and analyze reports to make data-based decisions 
  Exhibit a strong commitment to the enhancement of diversity, inclusivity, and equity within the University
  Demonstrate a high level of personal ethics, professional integrity, and moral development to engender total confidence in SHS and Student Heatlh & Wellbeing Care
  Strong verbal, written and interpersonal skills

Knowledge & Skills:

• Multidisciplinary team experience that includes behavioral health services. Ability to anticipate issues and to create new and innovative solutions. Adept at managing multiple, simultaneous projects, with the adaptability to move equally between long-term strategic issues to short-term tactical implementation. Recognizes the importance of cross-divisional collaboration and fosters the development of partnerships. Articulate communicator and good listener in all settings.

Licenses, Certifications:

• Requires licensure as an Advanced Practice Registered Nurse by the South Carolina Board of Nursing or Physician Assistant by the South Carolina Board of Medicine with role certification from an appropriate certifying organization, and certification in Basic Life Support or certification in Advanced Cardiac Life Support
