One of our clients in Washington, DC, needs a Senior Infrastructure Analyst for a contract position. Position: Senior Infrastructure Analyst Location: Washington, D.C. Metropolitan Area / Worksites Position Type: Full-time (Office-based; core hours required) Telework: Eligible for up to 20% telework (Subject to supervisor/customer approval; higher in-office presence required during the first 6 months) Travel: Up to 20% CONUS travel required; potential OCONUS travel Clearance: Ability to obtain and maintain a DoD Security Clearance (U.S. Citizenship required) Position Summary: iQuasar is seeking a Senior Infrastructure Analyst to support Program Executive Office Submarines (PEO SUB) under PMS 396O. In this role, you will lead facility and infrastructure transition efforts required to ensure Trident Refit Facilities (TRFs) and shore installations are fully equipped and operational to support post-delivery in-service maintenance, sustainment, and modernization for Columbia-class submarines. This position serves as a critical bridge connecting ship acquisition (PMS 397), in-service submarine support (PMS 396), Naval Facilities Engineering Systems Command (NAVFAC), and Commander, Navy Installations Command (CNIC). You will play a vital role in ensuring that physical plant assets, dry docks, specialized maintenance shops, laydown areas, and shore utilities are planned, funded, and executed to safeguard the SSBN strategic deterrence mission. Roles and Responsibilities: Infrastructure Leadership & Coordination: Serve as the primary lead for all shore infrastructure, facility modifications, and TRF readiness initiatives driving the strategic transition from Ohio Class to Columbia Class SSBNs. Transition Agreements & Facility Scope: Draft, review, negotiate, and manage transition agreements across PMS 397, PMS 396, NAVFAC, CNIC, and local TRFs. Ensure explicit delineation of organizational responsibilities, operational milestones, and dedicated funding streams. TRF Readiness & Site Integration: Collaborate directly with TRF Bangor, TRF Kings Bay, Public Shipyards, and Naval Warfare Centers to audit, track, and verify that industrial equipment, dry docks, piers, and specialized facilities meet Columbia-class maintenance requirements. POM & Funding Alignment: Evaluate Program Objective Memorandum (POM) submissions to ensure long-term budget planning, Military Construction (MILCON), and Facility Sustainment, Restoration, and Modernization (FRM) funding streams are established for out-year infrastructure needs. Lessons Learned Integration: Analyse historical facility transition data and lessons learned from prior ship class transitions (e.g., Virginia Class, Ohio Class) to implement preventive strategies and mitigate facility readiness risks. Stakeholder Liaison: Act as the central point of contact across NAVSEA Program Offices, NAVFAC, CNIC, Submarine Type Commanders (TYCOMs), Regional Commands, and TRF leadership regarding facility timelines and readiness reporting. Technical Documentation & Executive Communications: Prepare high-level executive correspondence, technical documentation, white papers, and briefing packages tailored for senior NAVSEA, NAVFAC, and Fleet leadership in accordance with the Naval Correspondence Manual. Required Qualifications: Education: Bachelor's or Advanced Degree in Engineering, Operations Research, Business Administration, or a related technical field. Experience: 10+ years of relevant experience in engineering, science management, operational facility planning, or major defence infrastructure/acquisition programs. Navy Program Expertise: Significant experience supporting U.S. Navy submarine programs, naval installations, or fleet support activities. Work Authorization & Clearance: Must be a U.S. Citizen authorized to work in the United States, with the ability to obtain and maintain a DoD Security Clearance and access to required worksites. Preferred Qualifications: NAVFAC / CNIC Familiarity: Direct experience with NAVFAC or CNIC execution processes, MILCON programming, and shore installation management. TRF & SSBN Mission Knowledge: In-depth understanding of Trident Refit Facilities (TRFs), Pacific/Atlantic Fleet SSBN operations, dry dock operations, and strategic deterrence shore infrastructure. Submarine Maintenance & Acquisition: Knowledge of submarine maintenance philosophies, depot-level upkeep, and industrial laydown requirements. Naval Correspondence: Proficiency drafting formal documentation in accordance with the Naval Correspondence Manual. Core Competencies: Client Interface & Leadership: Capability to lead cross-functional government and contractor teams across multi-agency boundaries. Analytical & Problem-Solving: Ability to translate complex ship technical specifications into concrete shore-side facility and utility requirements. Autonomy & Initiative: High degree of self-direction and reliability in driving long-term program milestones to completion. Software Proficiency: Advanced skills in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams) and enterprise data-tracking platforms. Work Environment & Physical Demands: Environment: Standard professional office environment using standard office equipment (computers, phones, copiers). Physical Demands: Regularly required to sit, stand, walk, talk, hear, use hands to finger/handle/feel, and reach with hands and arms. Ability to lift up to 20 lbs occasionally.
