Senior Human Resources Generalist

This hybrid role in Fairfax, VA supports a federal contracting portfolio by combining hands‑on HR execution with data‑driven workforce optimization. You will help ensure compliance across employment reporting requirements while supporting cleared talent acquisition and operational HR analytics. What you’ll do Manage full-cycle recruiting workflows for technical, administrative, and cleared personnel supporting active federal contracts and upcoming task orders. Partner with Program Managers to define labor categories and build deep pipelines of talent with active clearances (Secret, Top Secret, TS/SCI). Conduct rapid target sourcing and surge staffing to meet delivery timelines tied to contract wins and proposal efforts. Coordinate candidate communications through the ATS, ensuring seamless handoff to pre‑employment background screening and facility clearance verification. Establish, track, and report key human capital performance indicators, including Time-to-Fill , Cost-per-Hire , Offer Acceptance Rates , and Attrition/Turnover . Maintain a regular cadence of workforce analytics dashboards for executive leadership to inform retention and compensation competitiveness. Own the HR data ecosystem by extracting, compiling, and managing quarterly and annual workforce data from Dayforce to track progress against Strategic People Goals and organizational KPIs. Build and maintain interactive Power BI dashboards and executive reports that turn complex workforce metrics into actionable insights. Perform deep‑divे analysis using advanced Excel methods (VLOOKUP/XLOOKUP, Pivot Tables, power queries) to evaluate turnover, retention, headcount, and engagement trends. Audit and align workforce data to support compliance with federal reporting requirements. Use historical quarterly data to forecast future workforce trends to support fiscal year resource planning and talent strategies. Guide managers and staff through employee relations, performance management workflows, and tailored Performance Improvement Plans (PIPs) . Ensure strict corporate adherence to applicable federal employment laws, including OFCCP , EEO , SCA (wage determinations), and FLSA classifications. Lead orientation and onboarding programs designed to minimize time‑to‑productivity for technical team members transitioning onto federal client sites. Maintain and update the employee handbook to reflect evolving federal client mandates and local Virginia employment laws. Audit and refine candidate‑to‑employee data handoffs to ensure automated transitions from the ATS to onboarding and payroll modules. Author and streamline SOPs for rapid contract transition, multi‑state onboarding, and global mobility (OCONUS) deployments. Configure automated alerts, self‑service portals, and triggered notifications to reduce manual inquiry handling and improve team efficiency. What you bring 5+ years of experience in human resources. Bachelor’s degree in Human Resources, Business Administration, or a related field. Professional HR certification (for example: SHRM-CP , SHRM-SCP , PHR , or SPHR ) preferred. Strong proficiency in manipulating and visualizing data using HRIS, ATS, and/or spreadsheets (Excel, Tableau, or Power BI) to deliver workforce insights. Operational understanding of OFCCP requirements, affirmative Action mapping, and SCA wage determinations. Experience refining candidate‑to‑employee handoffs to enable seamless, automated ATS‑to‑onboarding and payroll transitions. Ability to author and streamline SOPs for multi‑state onboarding and global mobility (OCONUS). Experience configuring automated alerts, self‑service portals, and triggered notifications to reduce manual inquiries.
