D&B is a leading provider of aggregates, asphalt and asphalt paving services in central and southern Mississippi. D&B operates four asphalt plants and two active sand and gravel plants and is a natural extension to our recently established Southeast platform, further strengthening our vertically integrated footprint.
The Traffic Control Superintendent is responsible for the overall design, development, implementation, maintenance, and continuous improvement of the Company's traffic control program. This position leads traffic control personnel, work zone planning, equipment and inventory, training, scheduling, field execution, and performance management to support safe, efficient, and compliant project delivery. The Superintendent serves as the Company's primary traffic control subject matter resource and works closely with paving operations, project managers, field superintendents, safety personnel, customers, inspectors, public agencies, and law enforcement when applicable. The role is expected to build a scalable, accountable traffic control function capable of supporting multiple concurrent paving and roadway construction activities.
Essential Duties and Responsibilities
- Design, establish, and continuously improve the Company's traffic control department, operating model, and service standards.
- Develop and maintain standard operating procedures, field expectations, inspection protocols, training requirements, and escalation processes.
- Create short- and long-range staffing, equipment, and capability plans aligned with anticipated project demand and Company growth.
- Serve as the primary internal resource on temporary traffic control, work zone operations, and traffic management practices.
- Promote a culture of safety, accountability, professionalism, teamwork, equipment care, and continuous improvement.
- Review plans, specifications, schedules, and field conditions to determine traffic control labor, equipment, device, and timing requirements.
- Develop, review, or coordinate site-specific temporary traffic control plans, lane closures, detours, and traffic shifts consistent with contract requirements and applicable standards.
- Coordinate traffic control needs with project managers, paving superintendents, estimators, safety personnel, customers, inspectors, municipalities, transportation agencies, utilities, and law enforcement as appropriate.
- Identify traffic flow, queue, access, visibility, pedestrian, emergency response, and public-impact risks before work begins.
- Plan deployment and recovery of traffic control resources so crews are ready before production starts and removed promptly when no longer needed.
- Train, schedule, coach, evaluate, and retain Traffic Control Technicians, Leads, and Foremen.
- Define skill expectations and career progression for traffic control positions.
- Develop crew leaders and maintain succession coverage for critical assignments.
- Assign personnel based on competency, certification, project risk, and production schedule.
- Conduct pre-shift planning, toolbox talks, performance coaching, and after-action reviews.
- Address attendance, conduct, quality, productivity, and safety concerns promptly and consistently in partnership with Human Resources and Safety.
- Maintain working knowledge of applicable temporary traffic control requirements, project specifications, safety rules, and agency standards.
- Ensure employees receive required training and maintain current credentials for assigned responsibilities.
- Lead or participate in incident, near-miss, complaint, and deficiency reviews; identify root causes and implement corrective actions.
- Conduct routine quality audits and trend findings to reduce repeat deficiencies.
- Maintain complete, accurate, and timely records for traffic control plans, daily inspections, equipment checks, training, certifications, incidents, corrective actions, and other required documentation.
- Stop or correct work when traffic control conditions present an unacceptable risk or do not meet approved requirements.
- Manage traffic control vehicles, trailers, signs, supports, lighting, communications devices, message boards, arrow boards, portable signals, channelizing devices, personal protective equipment, and related inventory.
- Implement an asset identification, location tracking, check-in/check-out, inspection, maintenance, and replacement process.
- Maintain inventory accuracy and adequate stock levels while controlling loss, theft, avoidable damage, downtime, and rental expense.
- Schedule preventive maintenance, repairs, calibration, programming, and replacement of traffic control equipment.
- Forecast capital needs and recommend equipment purchases based on safety, utilization, reliability, and growth requirements.
- Participate in preconstruction, planning, scheduling, and coordination meetings as needed.
- Provide labor, equipment, material, phasing, and duration input for estimates and project plans.
- Develop and manage the traffic control budget; monitor labor hours, overtime, rentals, repairs, consumables, loss, and project cost performance.
- Coordinate daily priorities with operations so traffic control supports production without sacrificing safety or compliance.
- Identify opportunities to standardize recurring setups, improve utilization, reduce waste, and increase department productivity.
- Communicate resource constraints, cost risks, schedule conflicts, and corrective actions to leadership.
Education and Experience
- Bachelor's Degree or equivalent combination of education and experience required.
- Five or more years of progressive traffic control, roadway construction, or work zone experience preferred.
- Three or more years of experience leading field crews or supervisors preferred.
- Experience supporting asphalt paving, milling, grading, highway, or heavy civil construction required.
- Experience reviewing or developing temporary traffic control plans required.
Licenses and Certifications
- Valid driver's license and acceptable driving record required.
- Traffic Control Supervisor certification required, or ability to obtain within a Company-defined period.
- Traffic Control Technician and Flagger credentials preferred or required based on assigned work.
- OSHA 30, First Aid/CPR, and instructor-level traffic control credentials preferred.
Knowledge, Skills, and Abilities
- Strong knowledge of temporary traffic control principles, work zone safety, traffic control devices, and roadway construction sequencing.
- Ability to read and interpret construction plans, specifications, traffic control plans, maps, schedules, and written instructions.
- Strong leadership, coaching, problem-solving, planning, organization, follow-through, and time-management skills.
- Ability to manage multiple crews, job sites, priorities, and changing field conditions in a high-production environment.
- Ability to communicate clearly and professionally, verbally and in writing, with employees, leaders, customers, inspectors, agencies, and the public.
- Working proficiency with Microsoft Office and the ability to learn scheduling, inspection, asset tracking, and reporting systems.
- Sound judgment and the willingness to make timely decisions, escalate risks, and hold employees accountable.
Physical Demands and Work Environment
- Regularly works outdoors around active traffic, construction equipment, uneven terrain, dust, noise, heat, cold, rain, and changing weather conditions.
- Must be able to stand, walk, climb, bend, reach, communicate, and maintain situational awareness for extended periods.
- Must be able to lift and move up to 50 pounds, with or without reasonable accommodation.
- Must be available for travel to project locations and for schedule changes, night work, weekend work, extended shifts, or emergency response when required.
- Must consistently use required personal protective equipment and comply with Company safety rules.
