By partnering with administrators, school staff, students, families, and community partners, they identify and remove barriers, maximizing opportunities for student achievement and well-being. **MINIMUM QUALIFICATIONS****Applicants must meet all qualifications below to be considered for the vacancy.****Education:*** Bachelor’s degree from an accredited college or university.**Experience:*** Three years of experience working with Black/African American youth and families which includes experience holding leadership roles or leading programs or projects.**PREFERRED QUALIFICATIONS**The ideal candidate for this role will also possess a combination of the additional qualifications below. If you don’t meet every one of the preferred qualifications, we still encourage you to apply, as we welcome applications from candidates with diverse backgrounds and experiences.* Master’s degree from an accredited college or university in education, social sciences, or a related field.* Experience in a PreK-12 public school system.* Experience designing and delivering professional learning for educators and support staff.* Experience analyzing data related to educational outcomes.* Experience working on equity, advocacy, or related projects.* Experience working with community organizations or government agencies.* Prior supervisory experience.**ESSENTIAL POSITION RESPONSIBILITIES**The below list is a summary of the functions of the job, not an exhaustive or comprehensive list of all possible job responsibilities, tasks, and duties.* Supervises and provides program oversight and leadership for the Black Student Achievement Program (BSAP) Liaisons to ensure systemic educational equity and data-driven decision-making that best serve Black/African American students and families. Provides leadership for implementing strategies that are data driven and research-based to accelerate academic achievement and promote healthy social-emotional well-being for Black/African American students.* Supervises, manages, provides program oversight and leadership for the Beyond School Hours programming such as the BSAP Summer Institute, BSAP Saturday Math Academy, and BSAP Community Based Learning Centers. Collaborates with other internal offices to ensure alignment of district curriculum within Beyond School Hours programming.* Facilitates the engagement of Black/African American families and the community in the educational process through workshops or seminars, as needed, in collaboration with school staff and representatives from community organizations. Leads the planning and coordination of acknowledging and celebrating the achievements of Black/African American students, specifically the Celebration of Academic Achievement and the Celebration of Excellence in partnership with The Council of Elders of the Black Community of Howard County.* Provides or coordinates relevant professional learning for school-based and central office personnel related to cultural competency, academic, social, and emotional learning needs of Black/African American students to accelerate their academic achievement.* Manages BSAP evaluations, data analysis, and reporting processes.**ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES**The below list is a summary of the knowledge, skills, and abilities required for success in this position, not an exhaustive or comprehensive list.**Knowledge*** Deep understanding of systemic educational equity, culturally responsive pedagogy, and research-based strategies designed to accelerate academic achievement and support the social-emotional well-being of Black/African American students.* Comprehensive knowledge of designing, implementing, and managing extended-day and out-of-school programming (e.g., summer academies, weekend learning centers) and aligning them with K-12 district curriculum standards.* Strong understanding of data-driven decision-making frameworks, program evaluation methodologies, and data reporting to measure intervention efficacy and student progress.* Knowledge of best practices for authentically engaging Black/African American families, community stakeholders, and grassroots organizations in the educational process.* Understanding of how to design and deliver effective professional development regarding cultural competency, implicit bias, and the academic/social-emotional needs of diverse student populations.**Skills*** Proven skill in supervising, mentoring, evaluating, and leading a diverse team of educators or program liaisons toward shared equity goals.* Strong project management skills, with the ability to oversee multiple complex initiatives simultaneously (e.g., BSAP Summer Institute, Saturday Math Academy).* Exceptional relationship-building skills to collaborate effectively with internal district offices, school-based administrators, and external community partners, such as The Council of Elders of the Black Community of Howard County.* Skill in presenting, facilitating workshops, leading seminars, and delivering impactful professional learning sessions to both central office personnel and community members.* Skill in organizing, coordinating, and executing large-scale community recognition events and student achievement celebrations.**Abilities*** Ability to champion educational equity and serve as a strategic voice for Black/African American students and families within a school district framework.* Ability to translate complex quantitative and qualitative data sets into actionable strategies that close opportunity gaps.* Ability to establish trust, rapport, and meaningful partnerships with families, community elders, and personnel from diverse cultural and socioeconomic backgrounds.* Ability to navigate complex institutional structures, resolve conflicts, and pivot program strategies to meet the evolving needs of students and schools.**ADDITIONAL REQUIREMENTS****Working Hours**This position will require occasional evening and weekend hours for parent and family workshops or other related events and programming.**APPLICATION REQUIREMENTS**Complete applications must be submitted, and once your application has been submitted, you will not be able to add documentation or make any changes. Identify the nature of the work and any key outcomes achieved.**SELECTION CRITERIA**Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.**EMPLOYMENT INFORMATION****Compensation**This is a 12-month per year position in the Howard County Association of Supervisors and Administrators-Administrators, Non-Certificated Supervisors (HCASA-NCS) employee unit. The current salary range for this position is in the Grade II lane on the Non-Certificated Supervisors salary scale. Actual placement will be in accordance with the salary procedures of the Howard County Public School System and the HCASA-NCS Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is **exempt** from overtime.**Retirement**Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary.**Benefits**HCPSS offers a comprehensive benefits package for eligible employees. Information about additional benefits such as paid time off can be found in the negotiated agreement for employees in this bargaining unit.**Pre-Employment Requirements**Professional references will be contacted prior to any offer of employment.
