The work is carried out under the supervision of a designated supervisor, but the employee is afforded considerable freedom to exercise independent judgment and initiative. Due to the nature of the work, it is essential for the employee to establish and maintain effective working relationships with the assigned supervisor, fellow City employees, vendors, engineers, and the public. The main duties of this position are conducted in both indoor and outdoor environments. Essential Functions Installation, calibration, repair, and maintenance of industrial process instruments and control devices, including digital and analog monitoring/control equipment, in accordance with manufacturer recommendations and site standards. Repair, maintain, calibrate, and verify process instrumentation including but not limited to magnetic flow meters, ultrasonic or radar level sensors, hydrostatic pressure sensors, and differential pressure sensors. Repair, maintain, calibrate, and verify process analyzers including but not limited to dissolved oxygen (DO), pH/ORP, total suspended solids (TSS), ammonia, nitrate, phosphorus, chlorine residual, and UV transmittance. Work with chemical reagents, buffers, or other chemical substances to perform instrument calibration. Repair, maintain, and troubleshoot a UV disinfection system including UV bulbs, ballasts, wiper systems, and power distribution systems. Install and repair low voltage control and signal circuits that involve analog, digital, Ethernet, or field bus protocols, as well as pneumatic and hydraulic circuits. Conduct preventative maintenance, as well as scheduled and emergency maintenance on instrumentation systems and their components. Investigate and repair circuits and devices related to combustible and harmful gas monitoring sensors. Repair, maintain, and calibrate mobile gas detection devices to ensure personnel safety. Troubleshoot and repair packaged control systems, including stand-alone level controllers and pump controllers. Operate a range of electronic testing equipment, including multimeters, oscilloscopes, and signal generators. Maintain both electronic and hard-copy service records and participate in the development of written specifications for requisitioning process instrumentation, electrical, and mechanical equipment. Utilize computers for logging completed work, record-keeping, and retrieving equipment data through the Asset Management System. Prepare reports regarding system performance, troubleshooting efforts, and regulatory compliance. Work closely with plant staff to schedule planned maintenance and communicate needs and expectations for unplanned maintenance and repairs. Work closely with management and engineering to provide field data for performance evaluation and to assist in decision making related to process improvements. Review instrumentation and controls plans, P&IDs, loop descriptions, and other design documents for accuracy and adherence to operational needs. Collaborate with Operations, Maintenance, Engineering, and SCADA staff concerning process measurement, controls, telemetry, and related instrument systems. Maintain a work environment that aligns with the City's Standard Operating Policies, Safety Policies, and other related procedures regarding safety prevention; work safely and report any unsafe activities, conditions, or faulty equipment. Develop standard operating procedures for repeated tasks for consistency and efficiency. Communicate with supervisors, coworkers, other departments, vendors, and agencies to coordinate work activities, collaborate, exchange information, or resolve issues; lead by example in demonstrating the city’s core values of integrity, stewardship, and teamwork. Assist in managing the inventory of instrumentation assets and related materials essential for ongoing operations. May participate in routine testing and tuning of closed-loop control systems. Maintain accurate documentation and work order tracking through an asset management system including labor hours and materials used during completion of a work order. Ensure records pertaining to instrument calibration history are maintained, accurate, and certified according to National Institute of Standards and Technology (NIST) standards. Red-line existing documents and record drawings to reflect changes in instrumentation design. Provide field information regarding system performance to engineering groups. Perform additional duties as assigned or needed. Participate in continued professional development to stay updated regarding instrumentation best practices and emerging technologies in the wastewater treatment industry. Required Education, Experience, & Licenses/Certifications High School Graduate or General Education Degree (GED) required. Preferred associate’s degree (two-year college or technical school) in instrumentation technologies or related field. 1+ years’ experience in wastewater treatment – preferred. Must obtain the wastewater class 1 license within 12 months of employment. Must live with a thirty-minute response time from the wastewater treatment plant. Valid driver's license. Skills / Abilities Ability to learn to operate and perform preventive maintenance on wastewater plant equipment. Ability to learn to operate computerized and mechanical equipment to control plant processes. Ability to accurately read and record data from gauges and meters. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language. Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations. Integrity, ingenuity, and inventiveness in the performance of assigned tasks. Self-starter that can plan, schedule, and perform instrumentation maintenance tasks with minimal supervision. Work Environment The principal duties of this class are performed in wastewater treatment plant environment, which includes exposure to hazardous chemicals, extreme heights, and dangerous machinery.
