Position Information: UC Riverside's Housing Services is recruiting for the Executive Director, Housing Services position. The full salary range for the Executive Director, Housing Services is $126,700 - $248,700 annually. However, the expected pay scale for this position is up to $190,000 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. UCR Housing will grow by 4,000 beds by 2035, serving 14,000 students. The Executive Director-Housing Services will lead planning, occupancy and rate management, partnerships, and team leadership to successfully expand housing. Under the direction of the Associate Vice Chancellor-Auxiliary Services, the Executive Director is part of the Auxiliary Services Senior Leadership team and will use experienced business, operational and financial acumen that positively supports and evolves the Housing program and overall Auxiliaries organization. UCR Housing Services serves ~10,000 residents in both campus-owned and Public-Private Partnership housing and generates approximately $93M in revenue. The Executive Director is responsible for a high level of organizational, administrative and programmatic responsibilities to ensure successful daily management of the operations with a strong emphasis on meeting annual rate, occupancy and financial goals established in tandem with the AVC. The campus-owned properties consist of over 3.5M square feet and provide housing for undergraduate and graduate students (including single student and students with families) in academic and year-round contracts. Through the supervision of four direct reports and a total department size of 25 career FTE and 100 students, manages the housing administration and operations areas which are comprised of the assignments/contracts processes and associated financial actions as well as the year-round, daily residential service and operational needs in the six complexes. This includes new and continuing student contracts, summer programs, accounting/billing/reconciliation, occupancy management, contract/policy enforcement, various reports, student education with community living, access management, health & safety compliance, ResTech, move in/move out and delivery of a high quality residential experience. Serves as the primary contact for the P3 housing programs and helps ensure ground lease requirements regarding occupancy, space usage and formal meetings are being met. Holds a critical role with the North District-2 intersegmental housing program; directly responsible for ensuring compliance with the state law requirements, annual reporting, rent parameters as well as demonstrated support for the success of the long-term partnership with the Riverside Community College District (RCCD). Collaborates frequently with Auxiliary Services staff; builds strong relationships and works closely with campus partners including Residential Education/Student Affairs, Enrollment/Admissions, UCPD, Financial Aid, Student Business Services, Health, Well-Being & Safety as well as UCOP and colleagues across the UC system. Federal, state, or local government directives may impose additional requirements. Manages, plans and administers administrative operations and/or general operations of a school, OR college, OR a large interdisciplinary department within a school OR a large or multiple-department, non-academic unit.Creates short and long range plans for administrative services operations and process improvements for campus housing. Determines and achieve housing occupancy plans to meet student demand, fulfill budgetary duties, align with enrollment and demonstrate progress towards campus LRDP. Responsible for providing strategic and operational direction and guidance in accordance with the Auxiliary Services mission. Ensures current and new policies and processes are adhered to within unit operations; recommend changes and updates keeping a strong eye towards compliance with health/safety, landlord-tenant laws and risk/liability. Oversees assignment and contract processes for single and family students, forecast market rates, and provide analysis on/recommend annual rent increases. Work with the AVC on financial modeling, based on projected rates, reserve balances, debt, deferred maintenance, and anticipated demand/occupancy. Provides leadership and direction to staff on interpretation and enforcement of contract policies. Establish and support an appeals board to hear contract exceptions. Manage the eviction process; work with legal counsel and appear in court as a representative of the University. Collaborate with Auxiliary Facilities to provide clean, safe, well-maintained and operated housing complexes that ensure health, safety and general well-being requirements are met. Follow up on residential behavior or concerns occurring in the buildings that are not meeting community expectations. Meets regularly with Residential Education to foster a supportive and cohesive student experience across the housing program. Recommends minor and major maintenance level improvements and FFE purchases across housing. Serve on project teams for new housing development, provide input to help meet student needs and positive additions to the overall program. 30% Administrative services typically include all or most of the following functions: IT, facilities, student services, laboratories, contracts and grants, budgetary financial management, recharge administration and/or human resources.Responsible for a direct operational budget of $5M, works closely with Auxiliary Finance to develop and meet annual budgets as well as reducing expenses across the year if occupancy goals are not met. Provides leadership and oversight for resident accounts using StarRez and Banner for billing, collection and reconciliation. Runs monthly reports to reconcile the financials to occupancy. Interfaces regularly with ITS for system troubleshooting and updates. Responsible for fall move in planning, communication and logistics to create a successful welcoming event for the students and families. Oversees returning and new student housing contract processes. Establishes annual housing marketing and communication plan; manage outreach, collateral, campus visits/tours and websites. Coordinates timely and consistent reports and communication with Auxiliary Services and campus partners for accurate messaging across various platforms. Aligns housing timelines and processes for new students with campus admissions; supports yield events including Highlander Day and regional presentations. 25% Maintains integrity of an organizational department through management and oversight of staff.Directs the work of supervisors and staff to ensure University policies and procedures are followed in all aspects of departmental work. Administers personnel policies for both non-represented and represented employees. Manages the recruitment process to be in compliance with all department, organizational and affirmative action policies. Creates opportunities for staff to participate in development programs and on-going training to improve skills and resident services. 15% Serves as key administrative officer for unit's functional programs, oversees analysis and policy development for issues and processes. Develops, modifies, and executes organization policies which affect immediate operation(s).Responsible for ensuring the ground lease requirements are being met in the P3 properties in terms housing contracts and occupancy for the ~2750 beds in these facilities. Meets regularly with both companies to maintain open communication and a strong working relationship. Serves on the Operations Committee and interfaces often with RCCD for the North District-2 intersegmental housing partnership. Manages all required compliance with the state housing grant law. Maintains all documentation on contracts, rent rates, billing and associated communication, works closely with Auxiliary Finance on quarterly accounting reconciliation. Through contracting with an outside vendor, provides an off-campus housing listing service and area rent comps to ensure the program meets the needs of the campus community at large. 15% Interacts with higher-level management on controversial situations, customer negotiations, and/or influencing and persuading others. Formulates policies and guidelines to carry out the department's mission for faculty and students.Manages student, parent and other concerns that are referred from other departments, including the Chancellor, Provost, Vice Chancellor and others. Ensures timely response and follow through. Meets with UCR Legal and external services on contract issues including violations, evictions and policy interpretation. Annually updates UCR Housing Contract. 10% May interact with higher-level management on matters concerning several functional areas, and/or customers.Represents department/organization on various campus committees and work groups. Expected to respond to emergencies and assist the campus EMPG and EOC as needed 5% Minimum Requirements Excellent ability to establish metrics for department and employee goals. Excellent project management skills, including the capability of managing capital projects. Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques. Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. Excellent interpersonal skills to effectively lead, motivate and influence others and to develop and maintain high standards of customer service. Very strong ability to quickly evaluate complex issues and identify multiple options for resolution. Proficient experience using Google and/or Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Experience in directing, organizing, and prioritizing workload to meet required deadlines and department objectives. Proven critical thinking, analytical skills and experience with strategic planning. Excellent project management and sponsorship skills, including the capability of managing seasonal, annual, and/or multi-year programs. Experience in a managerial role responsible for hiring/staffing, training, directing work assignments, performance management, discipline and complaint resolution. Demonstrated organizational acumen and effective change facilitation in a large complex organization. Preferred Qualifications Thorough knowledge of common organization-specific and other computer application programs. Demonstrated understanding of residential/housing programs in a higher education setting including administrative and operational aspects. Experience providing extensive administrative support and service delivery in a higher education environment to students, residents, staff and faculty. Knowledge of UC policies and procedures, protocols, systems, and other UC directives. Versed in landlord-tenant, habitability rent codes, laws and compliance.
