Job Summary The Property Tax Division ensures the proper administration of the state’s property tax laws. It plays a key role in the property tax process through its interaction with county government by overseeing the administration of the property tax system, ensuring fairness in assessment, distributing funds accurately, and educating local officials and the public about how the property tax system works. Its customers include the county officials who administer the property taxes, such as auditors, treasurers, and assessors, as well as the general public who pays property taxes. This position works in the Data and Analysis Unit, which coordinates, collects, and analyzes assessment and property tax data for use by the division; other state agencies; counties; and other localities in Minnesota. From this data, they create annual sales ratio studies used for property tax equalization as well as levy and aid apportionment. The section also pays many state aids and credits to local governments. As a Research Analysis Specialist Senior, you will provide expert assistance and oversight in the administration of the Minnesota property tax system by serving to: 1) Plan, design and carry out complex research studies, which measure and evaluate the quality of property tax assessment throughout the state, including the sales ratio study and determination of adjusted tax capacities; 2) Analyze legislation, develop parcel-specific data collection requirements for counties and local governments; 3) Propose, conduct, and prepare research, data reports, and summaries; 4) Perform data analysis and respond to data requests; 5) Complete, perform, participate in, and/or lead other miscellaneous project or duties, as needed and assigned; and 6) Develop increased knowledge and understanding of policy, theory, data, and activities of assessment and real-estate trends, and serve as liaison to the Minnesota Association of Assessing Officers (MAAO) Sales Ratio Committee. This position is eligible for hybrid telework. Employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location. Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away. Minimum Qualifications Three (3) years of full-time equivalent professional level experience working on tax policy, or conducting economic or public finance research, and quantitative analysis; OR Bachelor's degree in Economics, Public Policy, or related field that includes research or quantitative experience and two (2) years of full-time equivalent advanced professional level experience described above; OR Master’s degree in Economics, Public Policy, or related field that includes research or quantitative experience and one (1) year of full-time equivalent advanced professional level experience described above.
