Project Manager - Federal

Travel: Occasional travel to project sites, typically at least once per month The Opportunity Our client is seeking an experienced Project Manager – Federal Construction to lead the successful delivery of complex construction projects for federal government clients. This position is responsible for overseeing project performance from preconstruction through closeout, including budget, schedule, scope, safety, quality, subcontractor coordination, and client communication. The Project Manager will work closely with field leadership, design teams, consultants, subcontractors, vendors, and internal support teams to ensure contractual requirements are met and projects are completed successfully. The ideal candidate brings strong federal construction experience, proven project leadership skills, and a solid understanding of construction financials, scheduling, estimating, procurement, and field operations. Key Responsibilities Lead all aspects of project execution, including budget, schedule, scope, safety, quality, and client satisfaction. Provide clear leadership and direction to project engineers, assistant project managers, coordinators, administrators, and interns, as assigned. Serve as the primary point of contact for clients, consultants, subcontractors, design teams, and internal stakeholders. Lead project meetings, document key decisions, and ensure action items are completed on schedule. Proactively identify project risks and develop practical solutions to maintain project performance. Scheduling and Field Coordination Develop and maintain the project schedule from preconstruction through completion. Coordinate office and field resources to support project milestones and site activities. Conduct regular site visits to review construction progress, safety, quality, and schedule compliance. Work closely with superintendents to ensure field execution aligns with project plans, specifications, contracts, and client expectations. Review plans and specifications to identify conflicts, incomplete information, and constructability concerns. Preconstruction, Estimating, and Procurement Collaborate with estimating and business-development teams on project pricing, proposals, schedules, and subcontractor procurement strategies. Participate in design-phase and pre-award planning activities. Solicit, evaluate, negotiate, and manage subcontractor and supplier proposals. Support subcontractor buyout and maintain vendor relationships appropriate to project locations and requirements. Assist with estimating and pricing changes throughout the project lifecycle. Financial and Contract Management Manage project budgets, forecasts, profitability, pay applications, cost reports, and monthly financial reporting. Apply knowledge of contract requirements and project financials to support cost control and client alignment. Prepare, price, negotiate, and manage change orders and scope modifications. Ensure approved changes are incorporated into project documentation, budgets, and schedules. Maintain timely and accurate project information within required project-management systems. Documentation, Closeout, and Warranty Maintain organized and accurate project records, correspondence, meeting minutes, and financial documentation. Manage requests for information, submittals, change documentation, and other project controls. Coordinate project closeout, final documentation, punch-list completion, and warranty obligations. Ensure all contractual and client deliverables are completed before final project turnover. Safety and Quality Promote a strong safety culture across the project team and subcontractor workforce. Monitor compliance with project-specific safety plans, federal requirements, and company standards. Support quality-control processes to ensure work meets plans, specifications, codes, and contractual requirements. Partner with field leadership to resolve safety, quality, and performance concerns promptly. Required Qualifications Bachelor’s degree in Construction Management, Engineering, or a related field and at least five years of relevant construction experience, or an equivalent combination of education and experience. Previous experience managing construction projects for federal government agencies. Experience working with agencies such as the U.S. Army Corps of Engineers, Department of Veterans Affairs, General Services Administration, U.S. Department of Agriculture, Air Force, or similar federal entities. Hands-on experience supervising trade construction activities. Experience creating and managing construction schedules from project start through completion. Strong knowledge of construction project accounting, forecasting, cost control, and profitability. Valid driver’s license and an acceptable driving record. Ability to travel to project sites as needed. Preferred Qualifications Experience within the architecture, engineering, and construction industry. Estimating, procurement, and subcontractor buyout experience. Experience managing federal contracts, project documentation, and change-management processes. Experience supervising project engineers, assistant project managers, or other project-support personnel. Technical Skills Proficiency with Microsoft Office applications. Proficiency with Microsoft Project or comparable scheduling software. Ability to review construction plans, specifications, contracts, schedules, budgets, and project reports. Strong understanding of construction project-management systems and financial controls. Demonstrated ability to lead project teams and collaborate across office and field operations. Strong verbal and written communication skills. Ability to lead meetings, manage client expectations, and coordinate diverse stakeholder groups. Strong problem-solving, risk-management, and decision-making skills. Ability to manage multiple project phases and priorities simultaneously. Collaborative approach to working with superintendents, architects, engineers, consultants, subcontractors, and internal support teams. Ability to remain composed under pressure and resolve conflicts through clear, professional communication. Physical Requirements Ability to work at a computer for extended periods. Ability to sit or stand for extended periods. Ability to safely navigate active construction sites. Ability to work in varying outdoor conditions, including heat, cold, wind, and precipitation.
